To implement House Bill 1521 (Chapter. 2023-106, Laws of Florida) which was passed during the 2023 legislative session creating s. 553.865, F.S., providing requirements for the designation of restrooms and changing facilities for the exclusive use of males or females, or a unisex restroom or changing facility, and prohibiting persons from willfully entering a restroom or changing facility for the opposite sex, except in certain specified circumstances. The rule will address compliance reporting by colleges and universities licensed by the Commission for Independent Education, and institutions which are not required to obtain a license from the commission under s. 1005.06(1)(b)-(f), F.S.
