Rule 69V-50.001, F.A.C., is amended to replace the term “retail installment seller” with the statutory term “motor vehicle retail installment seller”. Rule 69V-50.002, F.A.C., which relates to refunding excessive charges, is clarified to apply to motor vehicle retail installment sellers. Rule 69V-50.090, F.A.C., is created to provide guidance regarding computations of interest for simple interest motor vehicle retail installment contracts. Rule 69V-50.100, F.A.C., is created to provide guidance regarding the method of applying payments for motor vehicle retail installment contracts.
