14669327.The Department proposes to correct citations and references in Chapter 62-342, F.A.C., “Mitigation Banks,” resulting from adoption of the new Statewide Environmental Resource Permitting rule Chapter 62-330, F.A.C., effective October 1, 2013, and repeal of rules in Chapter 62-312, F.A.C., and repeal of Chapter 62-343, F.A.C., effective November 25, 2013. Specifically, Rule 62-342.200 and paragraph 62-342.750(1)(c), refer to the success criteria in Rule 62-312.350, F.A.C., which is now repealed. The last effective date of Chapter 62-312, F.A.C., that existed prior to its repeal (March 15, 2007), needs to be added to the above provisions in Chapter 62-342, F.A.C., so that mitigation bankers can continue to rely on those criteria.
20000253.The Department of Environmental Protection (Department) proposes to amend Chapter 62-330, F.A.C., the Applicant’s Handbook Volume I, the Applicant’s Handbook Volume II within the Northwest Florida Water Management District, and incorporate by reference updates to Applicant’s Handbook Volume II made by the other water management districts (WMDs). These amendments make minor revisions and provide clarification. In addition, the rule provides additional exemptions, reduces submittal requirements, revises rule to remove the U.S. Army Corps of Engineers (Corps) from the joint application process, and revises the application and notice forms.
