permanent waiver of Rule 11B-20.0014(3)(c)4, F.A.C. from Jason Allen. Petitioner wishes to permanently waive that portion of the rule that states that High-Liability and Specialized Instructor applicants must successfully complete the Canine Team Training Instructor Course number 1199, through a training school. Petitioner states that he completed the 40 hour CJSTC Specialized Training Course #1107 (Canine Team Training Instructor Course) between August 1 – 5, 2011. Petitioner states that Course #1107 was retired by the Commission on November 6, 2013. The new course (#1199) was updated to an 80 hour course, effective November 6, 2013. Rule 11B-20.0014(3), F.A.C requires an instructor applicant to have completed a specialized instructor course within four years of gaining certification. Petitioner states that the course that he completed (#1107) is still within the 4-year time frame required by Rule 11B-20.0014(3), F.A.C.
Petitioner states that he has been asked to assist with instruction in his agency’s Basic Patrol Canine School which is scheduled in the near future. Petitioner states that this would create a hardship for him and his agency if he is unable to instruct as current instructors are retiring. Petitioner states the requested waiver serves the purpose of the rule and underlying statute as he has completed a CJSTC approved Canine Instructor Course, and is still within the required four year time frame to become certified.

The Final Order was in response to a Petition for a Variance from Bayshore Memory Care, filed December 18, 2014, and advertised on December 23, 2014 in Vol. 40, No. 247, of the Florida Administrative Register. No comments were received in response to the petition. The Final Order on the Petition for Variance grants the Petitioner a variance from Rule 2.20.1, 2.18.5.1, 2.20.4, 2.20.5 and 2.20.9 ASME A17.1b, 2009 edition, as adopted by Rule 61C-5.001(1)(a) Florida Administrative Code that requires steel ropes of a minimum diameter of 9.5 mm because the Petitioner has demonstrated that the purpose of the underlying statute has been met and that Petitioner would suffer a substantial hardship if required to comply with this rule (VW2014-466).

Therefore, Petitioner has obtained the equivalent of the U.S. Bachelor’s degree from a regionally or nationally accredited institution of higher education in the United States. Project Description: Seminole County is conducting a public information on Tuesday, January 20, 2015 at First Baptist Oviedo located at 45 West Broadway Street in Oviedo. The meeting is being held to present the proposed design plans and to obtain comments from the public regarding the State Road (SR) 426 and County Road (CR) 419 widening Phase 2 final design project. It begins with an open house at 5:30 p.m., where participants may review project information and discuss the project with staff. There is an informal presentation at 6:00 p.m., which will provide attendees a brief overview of the project. The meeting ends at 7:00 p.m. Staff members will be available to discuss the project and answer questions before and after the presentation.
The County, in conjunction with the City of Oviedo and the Florida Department of Transportation, is preparing design plans to widen SR 426 and CR 419 from Pine Avenue to Avenue B to a four-lane divided urban roadway. The roadway cross section includes two travel lanes separated by a 22-foot raised median. It also includes continuous sidewalks and on-street bicycle lanes along both sides.
Once the final design is complete, the Phase 2 widening will move into the right-of-way acquisition phase and ultimately into construction. Because of funding issues, the project was divided into three phases for design. The design of Phase 1, SR 434 widening from Smith Street to Franklin Street, was completed in April 2012 and is currently in the right-of-way acquisition phase. Construction is anticipated to start in fall 2015. Phase 3, from Avenue B to west of Lockwood Boulevard, is currently not programmed for design.
