The Final Order was in response to a Petition for an Emergency Permanent Variance from Mitch Dever Law Office, filed August 30, 2018, and advertised on September 7, 2018 in Vol. 44, No. 175, of the Florida Administrative Register. No comments were received in response to the petition. The Final Order on the Petition for Variance grants the Petitioner a variance from Rule 5.2.1.16.5, A.S.M.E. A17.1, 2013 edition, as adopted by Rule 61C-5.001 Florida Administrative Code, that states maximum travel height requirements, because the Petitioner has demonstrated that the purpose of the underlying statute has been met and that Petitioner would suffer a substantial hardship if required to comply with this rule (VW 2018-194).

The intent of this Project Development and Environment Study (PD&E) is to evaluate the need to extend Quincy Loop South from State Road 267 (Pat Thomas Parkway) to U.S. 90. To meet the project purpose and need, as well as minimize impacts to the natural and built environment within the study area, six build alternatives were developed and evaluated during this PD&E study. Following stakeholder meetings, public meetings, and coordination with FDOT, alternatives were refined and a recommended alternative was selected. This public hearing is being conducted to present the recommended alternative and give interested persons an opportunity to express their views concerning the location, conceptual design, and social, economic, and environmental effects of the proposed improvements. Public input received will be incorporated into the final documents and will be used to further refine the recommended alternative as necessary. Design, right-of-way acquisition, and construction are not funded in the current FDOT Five-Year Work Program.
During the informal portion of the hearing, FDOT representatives will be available to discuss the project, answer questions, and receive your comments. Maps, drawings, and other information will be on display. A court reporter will also be available to receive your comments. During the formal portion of the hearing, FDOT will make a presentation which will be followed by public comments. Additional project information will also be available at www.nwflroads.com.
Draft study documents and other information depicting the proposed improvement will be available for public review at the hearing. Draft project documents are available for public review from January 8, until February 8, at the following locations:

This public information meeting is being held to give interested persons an opportunity to express their views concerning the Orlando South Ultimate Interchange Project Development and Environment (PD&E) Study at Florida’s Turnpike (SR 91) and Beachline Expressway (SR 528) in Orange County, Florida (Financial Project Identification Number 438547-1 and Efficient Transportation Decision Making (ETDM) Number 14294). The study will consider alternatives to reduce congestion and enhance mobility such as capacity improvements along Florida’s Turnpike (SR 91) and the Beachline Expressway (SR 528) as well as new interchanges, modified ramps, and express lanes.
The meeting will be an informal open house from 5:30 p.m. to 7:30 p.m. There will be no formal presentation. During the open house, project information will include displays that describe the proposed improvements and an opportunity for you to provide comments. Information on the study process, study area, purpose and need, and other project information, including social, environmental and economic resources, will also be on display. Multiple alternatives for improvements to the interchange will be on display to enhance safety, address existing and future traffic needs, enhance travel time reliability, and provide long-term mobility.

A. Review and Consideration of all matters relating to the application of Saint Leo University, Inc. to the Authority for the Authority to issue revenue bonds (the “Saint Leo University Bonds Series 2019”, including, without limitation, the conduct of a public hearing with respect to the proposed issuance by the Authority of up to $70,000,000 in principal amount of its revenue bonds for the funding of Higher Educational Facilities Financing Authority Revenue Bonds, Series 2019 (Saint Leo University Project) under Chapter 243, Part II, Florida Statutes all as more particularly described in the separate public hearing notice published pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended, in Tampa Bay Times. The loan proceeds will be allocated for the purposes of providing funds by the Authority to Saint Leo University, a Florida not for profit corporation (the “Borrower”), for the purpose of (i) financing the costs of the Project which consists of consists of the acquisition, construction and installation of certain educational facilities at the Borrower’s existing campus (the “Main Campus”) located at 33791 State Road 52, Saint Leo, Florida, and to be owned and operated by the Borrower, including but not limited to the construction of an approximately 52,000 square foot wellness center, including, without limitation, a fitness center, basketball courts, multi-purpose rooms and a recreational pool, and other and other capital improvements to the educational facilities of the Borrower that ae essential or convenient for the operations of the Borrower, are essential or convenient for the operations of the Borrower, all on the main campus of the (ii) refinancing certain outstanding obligations of the Corporation related to the Higher Educational Facilities Financing Authority's (the "Issuer") Revenue Refunding Bonds (Saint Leo University Project), Series 2012A and Revenue Refunding Bonds (Saint Leo University Project), Series 2012B (collectively, the "Refunded Bonds") which financed or refinanced certain improvements on the main campus of the Borrower, all located at 33701 State Road 52, Saint Leo, Florida, including, without limitation, dormitories, academic buildings, parking facilities, student community center, chiller plant and other structures, essential or convenient for the operations of the Borrower and (iii) pay the costs of issuance of the Bonds.
