Petitioner wishes to waive that portion of the Rule that states, in pertinent part: Administration of the Computer-Based State Officer Certification Examination (CB-SOCE) shall be limited to test sites authorized by the Commission and located within the State of Florida…In justification of his petition for waiver, Petitioner asserts that on October 10, 2016, Petitioner obtained employment with the Pensacola Police Department (PPD) as a police cadet; he has also served with the Army National Guard since 2012. On April 19, 2017, Petitioner sat for but did not pass a computer-based Florida SOCE at a Pearson VUE testing center in Pensacola, Florida. Waiting only on a passing score to be promoted to law enforcement officer with the PPD, and knowing the PPD faced a manpower shortage, Petitioner registered to sit for the SOCE a second time on April 22, 2017, the next available testing date in Petitioner’s vicinity; the SOCE was to be administered in Mobile, Alabama, just over one hour from Pensacola, Florida. Petitioner asserts that an administrative error on the part of Pearson VUE opened up the SOCE for administration outside of Florida.On April 22, 2017, Petitioner sat for and passed a computer-based Florida SOCE at the Pearson VUE testing center in Mobile, Alabama, and Petitioner’s ATMS profile was updated to reflect Petitioner’s passing Florida SOCE score. Unfortunately, nothing in ATMS indicated that Petitioner’s passing Florida SOCE score was invalid based upon the location of its administration. On May 8th, 2017, Petitioner obtained employment as a law enforcement officer with the PPD based upon his April 22, 2017, passing Florida SOCE score and his previous successful completion of a Commission-approved basic recruit training program. On May 23rd, 2017, FDLE activated Petitioner’s law enforcement certification based upon his employment with the PPD and his apparent compliance with FDLE’s Rules. Petitioner alleges that, should the waiver not be granted, Petitioner will suffer a substantial hardship as he would be unable to continue to work in the law enforcement officer position for which he was trained and hired until he sits for and passes a Florida SOCE administered within the State of Florida.

Petitioner wishes to waive that portion of the Rule that states, in pertinent part: Administration of the Computer-Based State Officer Certification Examination (CB-SOCE) shall be limited to test sites authorized by the Commission and located within the State of Florida…In justification of his petition for waiver, Petitioner asserts that he is a law enforcement officer in Maryland who successfully completed a Florida Equivalency of Training Program on September 1, 2017, and proceeded to log on to the Pearson VUE website to register to sit for the Florida SOCE; due to an administrative error, Pearson VUE gave Petitioner the option to sit for the test in Maryland, and he alleges that he received a letter confirming that the SOCE could be administered out of state. On September 19, 2017, Petitioner sat for and passed a computer-based Florida SOCE at a Pearson VUE testing center in Maryland, and Petitioner’s ATMS profile was updated to reflect Petitioner’s passing Florida SOCE score. On October 11th, Petitioner learned that his passing Florida SOCE score was invalid based upon the location of its administration; however, Petitioner is currently undergoing pre-employment screening with two Florida law enforcement agencies and is scheduled for interviews, polygraphs, and testing the week of October 16th, 2017. Petitioner alleges that, should the waiver not be granted, Petitioner will suffer a substantial hardship as he would be unable to obtain employment as a law enforcement officer until he sits for and passes a Florida SOCE administered within the State of Florida. Petitioner also alleges that application of the Rule to Petitioner would be a violation of the principles of fairness because it was Pearson VUE’s mistake that caused Petitioner to act out of compliance with the Rule.

The Florida Department of Transportation (FDOT) will conduct a Public Workshop pursuant to Section 339.135(4)(c), Florida Statutes, to consider the Department’s (District Two and Florida’s Turnpike Enterprise) Tentative Five-Year Work Program for Fiscal Years 2018/2019 through 2022/2023, and to consider the necessity of making any changes to the Work Program. All persons are invited to attend and be heard.
The Lake City Public Workshop will be an open house. There will not be a presentation of the Tentative Five-Year Work Program. Department staff will be on hand to answer questions or concerns for all projects in District Two with a focus on the following counties: Alachua, Bradford, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Suwannee, Taylor, and Union.

The Florida Department of Transportation (FDOT) will hold a public information meeting regarding the multi-lane reconstruction of two segments of State Road (S.R.) 263 (Capital Circle) in Leon County, Financial Project Identification Numbers: 219749-2-52-01 and 415782-9-52-01. The first segment is S.R. 263 (Capital Circle) from S.R. 61 (Crawfordville Road) to County Road (C.R.) 2203 (Springhill Road). The second segment is S.R. 263 (Capital Circle) from C.R. 2203 (Springhill Road) to S.R. 71 (Orange Avenue).
The intent of these projects is to widen the existing roadway from two lanes to six lanes, add lighting and construct stormwater management facilities and intersection improvements. A 10-foot multi-use path will be constructed on the east side of the roadway and a 5-foot sidewalk will be constructed on the west side of both projects. A new bridge will be constructed over Munson Slough in Segment 1 from Crawfordville Road to Springhill Road. Noise barrier walls are included as part of the design of this segment which is funded for right-of-way acquisition and construction. Bids for construction will be received fall 2021. Segment 2, from Springhill Road to Orange Avenue is funded for right-of-way acquisition and construction. Bids for construction will be received fall 2020.
There will be no formal presentation, however FDOT representatives will be available to discuss improvements, answer questions, and receive comments. Maps, drawings, and other project information will be on display.

The Florida Department of Transportation (FDOT) is holding a North and West Hillsborough County Community Working Groups meeting on Thursday, October 26th at 5:30 p.m. at the Christian Family Center, 3457 W. Kenyon Ave. Tampa, FL 33614. Located near Busch Blvd. off of Himes Avenue.
The first half of the meeting will be presentations from the Florida Department of Transportation, Hillsborough County Metropolitan Planning Organization, and the Regional Transit Feasibility Plan. The Florida Department of Transportation, District Seven, in cooperation with Forward Pinellas, is conducting corridor studies of Alternate US 19 (SR 595) within the study limits. The purpose of the studies are to work with the community, stakeholders and a Project Advisory Group (PAG) to develop a future vision for the corridor and identify needs and issues. The corridor is divided into two (2) study segments. The southern segment begins at Park Street North and ends at Belleair Road. This 11-mile segment traverses through the cities of Largo and Seminole. The northern segment is from Belleair Road to the Pinellas/Pasco County Line. That 17.9 mile segment is located in western Pinellas County, and traverses through the cities of Clearwater, Dunedin and Tarpon Springs, as well as unincorporated Palm Harbor. At this meeting, PAG participants will review the results of the visioning charrettes, online survey, and Wikimapping tool that the project team have used to collect input about the project corridor, and the project team will present preliminary results of the visioning effort. This is an opportunity to discuss emerging themes to guide the corridor vision that will lead to proposed short and long term recommendations.
