Section 288.11625, Florida Statutes, requires the department to certify and decertify applicants to receive state funding for spring training facilities and franchises. In Rules 73A-2.001, .002, .003, and .004, the department sets forth procedures for applicants seeking certification and/or decertification. The department seeks to address the certification and decertification process in Rule 73A-2.001. In so doing, the department updates the rule to remove a 30-day evaluation period not required by statute, notice applicants that the department may request additional information, clarify the notices that the department will provide applicants, and modify the decertification timelines so that the rule conforms with the statute. Rules 73A-2.002, .003, and .004 will be repealed.

Section 420.36, Florida Statutes, establishes within the Department the Low-Income Emergency Home Repair Program for the purposes of assisting low-income persons, especially the disabled and elderly, in making emergency home repairs. Chapter 73C-25, Fla. Admin. Code, implements this program by setting out the procedures for eligibility, funding, allowable expenditures, work standards, monitoring, and creation of a contractual grant agreement.
Rules 73C-25.004 and .005, which address funding eligibility and funding distribution, are being incorporated into Rule 73C-25.006, which implements procedures for selection and distribution of funding to selected grantees. Rules 73C-25.004 and .005 will be repealed. The purpose of this change is to include information about funding in the same rule.
Rule 73C-25.014 is being amended to delete subsections (2) and (3), which set forth information that is not necessary to implement Section 420.36, Florida Statutes.

The Coral Reef Conservation Program is holding the first annual Research & Academic Learning Exchange. The meeting is meant to foster relationships between local stakeholders by providing a communication exchange among universities, non-government organizations, and other partner organizations.
