The purpose and effect of this rule development notice is to address minor technical changes to provide clarity throughout both rules to the order of the geographic descriptions and the restricted speed terminology. Additionally, the purpose is to address possible rule changes reducing vessel speeds on the Florida Intracoastal Waterway within Broward County, where necessary to manage and promote the use of this state waterway for safe boating. Specifically, the effect of this rule development notice is to make minor increases to the footprint of the zones found in Rule 68D-24.008 portions (1)(a)1., 2.a., 5. and 9. to match historical boundaries established by regulatory markers, update the rule maps and remove the authority for Broward County to mark the zones. The purpose and effect is also to transfer Rule 68D-24.006, Fort Lauderdale Boating Restricted Areas, into Rule 68D-24.008, remove the requirement for the City of Fort Lauderdale to mark the zones, update the rule maps and repeal Rule 68D-24.006.

The proposed rule will address mandatory rule making requirements in 2010-158, §4 , Laws of Florida related to Independent Living. The new enabling language requires the Department to develop rules governing payments and conditions related to payment for services to youth who have aged out of the foster care system. The new rule language will clarify governance of payments and conditions associated with payments for services to youth or young adults as provided in Section 409.1451, Florida Statute. The rule will address issues related to the equitable treatment of young adults formerly in foster care and provide for increased fiscal oversight and accountability at all levels (Department, Community-Based Care Lead Agencies and agencies under contract with the Department operating pursuant to s. 409.1671, F.S.), so as to maximize the effective and efficient operation of the Pre-Independent and Independent Living Program.

This hearing is being held to afford interested persons the opportunity to express their views concerning Financial Project ID Number 213345-7, otherwise known as the I-295 Express Lanes project from the I-95/I-295 Interchange to SR 13 (Buckman Bridge) in Duval County, Florida. Express lanes are an innovative concept to manage traffic congestion and provide choices for motorists. These additional lanes will provide more capacity in areas where traffic congestion is a major problem. The next in a series of public workshops for the Central Everglades Planning Project (CEPP) is being sponsored by the South Florida Ecosystem Restoration Working Group to engage the public. The CEPP is a fast-track planning effort for the next generation of Everglades restoration projects being conducted by the U.S. Army Corps of Engineers and the South Florida Water Management District (SFWMD) as part of the Comprehensive Everglades Restoration Plan.
