on August 15, 2019, an Order was filed on the Petition for Variance or Waiver. The Petition was filed by Laura Melisa Rodriguez-Diaz, on May 20, 2019, seeking a variance or waiver of Rule 61H1-28.0052(1)(b), F.A.C., that states candidates must pass all four test sections of the CPA Examination within a rolling eighteen-month period, which begins on the NASBA grade release date for the first test section(s) passed. The Notice of Petition for Variance or Waiver was published in Vol. 45, No. 100, on May 22, 2019, in the Florida Administrative Register.
The Board, at its meeting held on July 12, 2019, voted to grant the Petition for Variance or Waiver finding that Petitioner demonstrated a substantial hardship; that application of the rule would violate the principles of fairness; and that the purpose of the underlying statute has been met.

The Petitioner wishes to permanently waive that portion of the rule that states: Agencies applying to temporarily employ or appoint an individual who has had a previous TEA registered with the Commission in the same discipline may do so only if: (a) the individual was previously certified as a full-time or part-time officer; or (b) The individual was previously hired on a TEA and has separated from the employing agency or discontinued training while in good standing, and has had a break-in-service from the last employment for a minimum of four years.

Project Description: State Road 15 Resurfacing Project
from south of Morgan Road to south of Shirley Drive in the City of Pahokee
The project consists of roadway resurfacing from south of Morgan Road to south of Shirley Drive; guardrail replacement; and installation of new signage and pavement markings.
Construction will begin March 15 and is estimated to be completed in late 2020. The estimated construction cost is 3.8 million.
During the informal open house, FDOT staff and consultant staff members will be available to discuss the scope of work, construction schedule, and address questions and comments one-on-one with attendees.

On October 29, 2019, the Department published proposed amendments to Florida Administrative Code Chapter 62-640, F.A.C., to ensure the proper management, use and land application of biosolids to protect waters of the state from nutrient pollution. The Notice of Proposed Rule noted the availability of a Statement of Estimated Regulatory Costs. Lower Cost Regulatory Alternatives were timely received from the Florida Cattlemen’s Association, the Florida Farm Bureau Federation, and the Florida Water Environment Association Utility Council, proposing revisions to Rule 62-640.700(10), F.A.C., regarding the Department’s proposed land application requirements relative to the seasonal high-water table on the land application site. Two-year extension request for Florida Medicaid’s 1115 Managed Medical Assistance (MMA) Waiver.
SUMMARY DESCRIPTION OF EXTENSION REQUEST: The State is seeking federal authority to extend Florida Medicaid’s 1115 Managed Medical Assistance (MMA) Waiver (Project Number 11-W-00206/4) for the period July 1, 2020 through June 30, 2024. The MMA program operates statewide and provides primary care, acute medical care, dental care, and behavioral health care for Florida Medicaid recipients through competitively procured managed care plans. The State seeks to extend the MMA waiver to build upon the successful elements of the program including higher quality of care and stronger protections for Florida Medicaid recipients.
