This is a substantial rewording and initial notice of rule development for Rule 60A-1.025, F.A.C., State Purchasing Agreements. The changes remove unused, duplicative or otherwise unnecessary wording, remove antiquated practices, and provide further clarification.

The purpose of this rule development is to address the statutory requirements regarding the use of a uniform calendar to publish schedules for the administration of state-required and district-required public K-12 assessments and the reporting of student assessment results, as follows: 1) according to Section 1008.22(7)(b), F.S., the department shall publish a uniform calendar by August of each year beginning in 2016; 2) according to Section 1008.22(7)(c), F.S., each school district shall use this uniform calendar to publish its testing schedule including all information required in Section 1008.22(7)(b), F.S., on its website and shall submit the schedule to the department by October 1 of each year; each public school shall use the uniform calendar to publish the established schedule including all information required in Section 1008.22(7)(b), F.S., on its website; and the established uniform calendar must be included in the parent guide required by Section 1002.23(5), F.S.

The Bureau of Emergency Medical Oversight will hold a public hearing to discuss proposed changes to rule language as part of the agency’s rule line reduction initiative, including the initiative to remove outdated obsolete and unnecessary rule language and update rules and rule forms to conform to existing law. The St. Johns River Water Management District is seeking public input as part of its work to develop minimum flows and levels (MFLs) for the Upper Ocklawaha River Basin (UORB), including lakes Apopka, Beauclair, Dora, Eustis, Harris and Griffin, in Lake, Marion and Orange counties. The District has initiated formal peer review of the UORB hydrologic model (HSPF — Hydrological Simulation Program—Fortran). The models, supporting documents, and peer review panel and stakeholder review comments regarding these models and documents can be accessed using the following link: http://www.floridaswater.com/minimumflowsandlevels/upper_ocklawaha_peer_review.html. During this teleconference, we will review the UORB Lakes calibration model sensitivity analysis. The sensitivity analysis results will be available for review, at the website above, on March 11, 2016.
The primary purpose of this workshop will be for the peer reviewers to work together to collectively develop a single peer-review report regarding the UORB hydrologic model. The District invites stakeholders to participate in this public workshop on March 22 to discuss peer review panel and stakeholder comments received.
