variance or waiver filed by Steven J. Rodriguez, Jr., seeking a variance or waiver of Rule 61H1-27.002(2)(a), Florida Administrative Code, that requires an applicant for licensure to have at least 150 semester hours or 225 quarter hours of college education, including a baccalaureate degree or higher conferred by an accredited college or university with a major in accounting, or its equivalent. The applicant’s total education program shall include a concentration in accounting and business as follows: 36 semester or 54 quarter hours in accounting education at the upper division level which shall include coverage of auditing, cost and managerial accounting, financial accounting, accounting information systems, and taxation. Not more than 3 semester or 4 quarter hours may be internship programs which may be applied to the 36 semester or 54 quarter hours in accounting (internship courses must be taken in conjunction with other traditional coursework at an institution and must appear on the transcript). Further, any remaining internship credit if otherwise acceptable would be applied to the general business requirement.

The Florida Department of Transportation (FDOT), District One, is holding a public hearing to discuss the 15th Street East/301 Boulevard East Project Development & Environment (PD&E) Study from Tallevast Road to US 41 in Manatee County, Florida.
Beginning at 5 p.m., people can view the recommended alternative and proposed improvements, ask questions, and provide comments to FDOT representatives. The formal public hearing begins at 6 p.m. A hearing moderator will offer introductory remarks and a slide presentation will follow describing the project to widen existing two-lane 15th Street East/301 Boulevard East to add a center turn lane and several Complete Street improvements. Lodestar Financial Group, LLC on February 24, 2016.; Petitioner intends to conduct business in Florida by allowing its qualified Florida customers to have the ability to deposit payment instruments in the form of personal or corporate checks via a consumer mobile application ("App") into their respective authorized bank or other
accounts, as directed by the customer. Petitioner will provide this service for a fee.
In order to properly provide this service, Petitioner will establish a relationship with an FDIC insured banking institution ("bank") which will allow Petitioner to process customer checks from Petitioner's App through the bank and into its Florida customers' accounts.
Petitioner contends that entities, like Petitioner, that intend to perform the limited services outlined must only apply for and secure a license as a "money transmitter" under Part II of Chapter 560, Florida Statutes, as more fully described in the statute.
Petitioner maintains, based upon the business model described, Petitioner is not required to obtain licensure as a "check casher" subject to the additional requirements of Part III of Chapter 560 and, as such, Petitioner seeks a declaration from OFR that additional licensure as a "check casher" is not required at this time.

Harbinger Capital Group, LLC on February 24, 2016.; The Petitioner is a Florida consumer finance company licensed since September 2013. The Petitioner has vendor relationships which are based upon the status that it is, and remains, a licensed Consumer Finance company with the state of Florida. The Petitioner has client installment agreements which are entered into as a Consumer Finance company with the state Florida and importantly markets itself as such.
The Petitioner is a Chapter 516 Licensed Business (“Licensed Business”) and is attempting to determine the most expeditious methods to obtain licensing for a yet to be created business entity (“NewCo”), whose principal, owner and manager (“Control Person”) shall be the same as that of the Licensed Business (“Licensee”).
Petitioner is seeking clarification on two issues: i.) recognize that NewCo’s Control Person is the Licensee in the Licensed Business and allow for NewCo to acquire the Licensed Business and assume the Chapter 516 consumer finance license without reapplication; or in the alternative, ii.) if NewCo has to apply for a new license, allow it to publically state that it has been licensed since 2013, or to some equal effect that acknowledges the past three years of good standing with the OFR.
