The purpose of the rule amendment is to update the rule language.

To incorporate by reference all Gold Standard Career Pathways Statewide Articulation Agreements based on industry certifications published by the Department of Education annually as the CAPE Industry Certification Funding List. These Gold Standard Career Pathways Articulation Agreements provide guaranteed college credit for individuals who have earned an industry certification and are enrolled in an Associate in Science (A.S.) or Associate in Applied Science (A.A.S.) degree program at a Florida College System institution, as specified in this rule. According to s. 1008.44(4)(c), F.S., “After an industry certification is adopted by the State Board of Education for inclusion on the CAPE Industry Certification Funding List, the Chancellor of Career and Adult Education, within 90 days, must provide to the Articulation Coordinating Committee recommendations for articulation of postsecondary credit for related degrees for the approved certifications.” On February 14, 2020 the Articulation Coordinating Committee reviewed and approved 13 new agreements for new industry certifications on the 2019-2020 CAPE Industry Certification Funding List.

To adopt the updated 2019-20 CAPE Industry Certification Funding List. The effect of the rule development is to ensure that appropriate weights, in accordance with the provisions of s. 1011.62(1)(o), F.S., are included on the CAPE Industry Certification Funding List.

Petitioner seeks a variance of the requirements of ASME A17.3, Section 3.11.3, as adopted by 61C-5.001, Florida Administrative Code that requires upgrading the elevators with firefighters’ emergency operations which poses a significant economic/financial hardship. that on March 4, 2020, an Order was filed on the Petition for Variance or Waiver. The Petition was filed by Nelson Coressel, on November 15, 2019, seeking a permanent variance or waiver of rule 61H1-28.0052(1)(b), F.A.C., regarding the timeframes with respect to the CPA Examination, which requires that candidates must pass all four sections of the CPA Examination within a rolling eighteen-month period, which begins on the NASBA grade release date for the first test section(s) passed. In the event all four test sections of the CPA Examination are not passed within the rolling eighteen-month period, credit for any test section(s) passed outside the eighteen-month period will expire and that test section(s) must be retaken.
The Notice of Petition for Variance or Waiver was published in Vol. 45, No. 230, on November 26, 2019, in the Florida Administrative Register. The Board, at its meeting held on January 31, 2020, voted to grant the Petition for Variance or Waiver finding that Petitioner demonstrated a substantial hardship; demonstrated that application of the rule would violate the principles of fairness; and that the purpose of the underlying statute has been met.

On March 9, 2020, the Florida Housing Finance Corporation issued an order granting the variance from Rule 67-48.023(2) F.A.C. for Residences at Dr. King Boulevard, Ltd., to allow for calculation of the minimum set aside percentage based on income averaging. Florida Housing determined that the Petitioner had demonstrated that it would suffer a substantial hardship if the waiver was not granted. The petition was filed on September 13, 2019 and notice of the receipt of petition was published on September 16 2019 in Vol. 45, Number 180 F.A.R.

The Petition was filed by Rebecca Linnett, on November 25, 2019, seeking a variance or waiver of Rule 61H1-27.001(5), F.A.C., providing that a graduate of a four-year degree granting institution not accredited at the time the applicant’s degree was received or at the time of filing application will be deemed to be a graduate of a four-year accredited college or university course provided an accredited college or university as defined by subsections 61H1-27.001(1) and (2), F.A.C., accepts applicant’s non-accredited baccalaureate degree and the applicant satisfactorily completes at least 15 semester or 22 quarter hours, or the equivalent, in post-baccalaureate education at the accredited institution of which at least 9 semester or 13 quarter hours, including at least 3 semester or 4 quarter hours in taxation; or the equivalent, shall be in accounting. Elementary accounting subjects, or courses equivalent to elementary accounting, cannot be used to satisfy the requirements of this rule. Elementary accounting subjects include principles of financial and managerial accounting courses even if they are covered in a three-course sequence, are titled “introductory,” “fundamentals,” or “principles,” and even if they are offered at the graduate level.

This Public Hearing is being held to give interested persons an opportunity to express their views concerning the Orlando South Ultimate Interchange Project Development and Environment (PD&E) Study at Florida’s Turnpike (SR 91) and Beachline Expressway (SR 528) in Orange County, Florida (Financial Project Identification Number 438547-1). The study will consider alternatives to reduce congestion and enhance mobility such as capacity improvements along Florida’s Turnpike (SR 91) and the Beachline Expressway (SR 528) as well as new interchanges, modified ramps, and managed lanes.
Project information will include displays that describe the proposed improvements for the preferred alternative, including proposed access modifications. An opportunity for you to provide comments will be provided during the Open House and following the Formal Presentation. Information about the study area, the purpose and need, and other project information including social, economic, and environmental effects will also be on display.

Lee County DOT will hold a public hearing to provide information about the recommended improvements for the Big Carlos Pass Bridge. The hearing begins with an open house at 5 p.m. and follows with a formal presentation and public comment period at 6 p.m. People attending the hearing can review project displays and speak one-on-one with project team members. Written statements or exhibits submitted at the hearing, emailed, or mailed and postmarked by Monday, March 30, 2020, will become part of the official hearing transcript.
Lee County DOT is sending notices to all property owners located within at least 300 feet of the project study area, from approximately Estrellita Drive south to the entrance of Lovers Key State Park, and other interested parties. Lee County DOT welcomes and appreciates the community’s participation in the project. The meeting gives everyone an opportunity to express their views about the proposed improvements.
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by the Florida Department of Transportation (FDOT) pursuant to 23 U.S.C. §327 and a Memorandum of Understanding dated December 14, 2016 and executed by the Federal Highway Administration and FDOT.
