The proposed rulemaking amends Rule 69L-5.209, F.A.C., deleting references to a Current or Former Self-Insurer’s Net Worth requirements, with regards to Financial Statements Reporting requirements; the proposed rule is renumbered, accordingly. Proposed Rule 69L-5.225, F.A.C., is amended to provide guidance to Current and Former Self-Insured entities regarding purpose-specific distinctions in methodologies used when determining a self-insured’s Net Worth. Proposed Rule 69L-5.219, F.A.C., is amended to increase a self-insurer’s maximum per occurrence retention from the greater of $500,000 or 1% of the self-insurer’s net worth to the greater of $600,000 or 1.5% of the self-insurer’s Net Worth, and to clarify factors that the Department must consider when reviewing a Current Self-Insurer’s request for a higher self-insured retention. The aforementioned changes are made to reflect inflation in the costs of claims and to provide self-insurers with a measure of control over premium costs for excess insurance. Proposed Rule 69L-5.215, F.A.C., is amended to delete erroneous references to Rule 69L-5.209, F.A.C., and to make certain technical changes.

an emergency temporary rule waiver of Rule11B-21.0051(2)(d), F.A.C., by the Citrus County Public Safety Training Center. Petitioner wishes to waive that portion of the rule that requires an entity wishing to conduct training at a satellite facility to obtain the approval of the affected Regional Training Council and local training school before delivery of the training at the satellite site outside of the entity's service area. Petitioner states that the local training school did not approve of its application. Petitioner further asserts that the application of the rule in its case will cause it undue hardship by forcing it to forego the possibility of training much-needed correctional officers. The Petitioner further alleges an economic hardship that will be compounded if the waiver is not granted. The Petitioner states that the situation calls for an emergency waiver because the training it was to deliver at the Pasco County Sheriff's Office detention facility is set to begin tomorrow, March 11, 2014. Notice of this petition has been put on the agency website for comments with a hyperlink to the petition itself.

Northstar seeks a waiver such that the number of cases done by the prior owner of the funeral establishment should count against the requirement of the cited rule, so that the training agency status of the funeral establishments may be continued, thus preventing the imposition of serious hardship to the interns currently training at the said funeral establishment.

This meeting is being held to give interested persons an opportunity to express their views concerning the proposed improvements of Financial Project ID: 209659-3, otherwise known as US 90 at SR 23 New Interchange, Duval County, Florida. The purpose of this meeting is to review project exhibits and talk to Department staff regarding the new interchange.
State Road 23 is being extended north to US-90 to reduce congestion in the existing I-10/Chaffee Road and I-10/US-301 interchanges. This northern segment of the First Coast Expressway will provide access to I-10 from the distribution centers (Publix, Winn-Dixie, etc.), businesses and residential areas along US 90. It will also allow better access and interaction with the Cecil Commerce Center.
