The Department of Environmental Protection (DEP) gives notice that it is amending Chapter 62-600, F.A.C., to update, clarify, and eliminate redundancy in requirements applicable to domestic wastewater facilities. Rules will be revised to simplify and clarify requirements, correct rule references, and to be made consistent with more recently adopted rules and statutory requirements. Rules will be repealed where requirements are obsolete, duplicative of other rules or statutory requirements, or have been superseded by other rules or statutory requirements. As part of this rulemaking effort, some requirements from Chapter 62-601, F.A.C., Domestic Wastewater Treatment Plant Monitoring, will be incorporated into Chapter 62-600, F.A.C. Chapter 62-601, F.A.C., will then be repealed simultaneously with the rulemaking to adopt the amendments to 62-600, F.A.C.

The rule needs to be amended to provide for expanded data fields in absentee ballot request reports and changed timing of early voting periods for reporting statistics on early voting activity. These changes are prompted by Ch. 2013-57, Laws of Florida, which affected some reporting and file upload requirements relating to early voting and absentee ballot request information, and which became effective January 1, 2014. Further, some of the data fields are being removed from this rule and being put into Rule 1S-2.053.

Rule 1S-2.043 is being amended to delete language relating to post-election electronic reporting requirements. New rule 1S-2.053 will include the post-election requirements which would otherwise have been included (and amended) in rule 1S-2.043.

Licensing of employees of the department, County Sheriff’s Offices, Lead Agencies and their subcontracted providers or their relatives who desire to become out-of-home caregivers is allowable as long as the following conditions are met that the licensing study is completed by a licensed child-placing agency outside of the employee’s service area and submitted to the Regional Licensing Authority for approval.
