The purpose of this rule development is to address the statutory requirements regarding the use of a uniform calendar to publish schedules for the administration of state-required and district-required public K-12 assessments and the reporting of student assessment results, as follows: 1) according to Section 1008.22(7)(b), F.S., the department shall publish a uniform calendar by August of each year beginning in 2016; 2) according to Section 1008.22(7)(c), F.S., each school district shall use this uniform calendar to publish its testing schedule including all information required in Section 1008.22(7)(b), F.S., on its website and shall submit the schedule to the department by October 1 of each year; each public school shall use the uniform calendar to publish the established schedule including all information required in Section 1008.22(7)(b), F.S., on its website; and the established uniform calendar must be included in the parent guide required by Section 1002.23(5), F.S.

Subparagraph 61C-1.004(1)(a), Florida Administrative Code, Section 5-203.13, 2009 FDA Food Code, Paragraph 5-202.11(A), 2009 FDA Food Code, Paragraph 4-301.12(A), 2009 FDA Food Code, Paragraph 61C-4.010(5), Florida Administrative Code, Subparagraph 3-305.11(A)(2), 2009 FDA Food Code, and Paragraph 61C-4.010(1), Florida Administrative Code from The Latin Kiosk located in Orlando. The above referenced F.A.C. addresses the requirement that at least one service sink is provided for the cleaning of mops or similar cleaning tools and the disposal of mop water; that each establishment have an approved plumbing system installed to transport potable water and wastewater; that dishwashing facilities for manually washing, rinsing and sanitizing equipment and utensils are provided, and that each establishment have areas for food storage. They are requesting to utilize holding tanks to provide potable water and to collect wastewater at the handwash sink and to share the mop sink, dishwashing and food storage areas with another licensed food service establishment under the same ownership and on the same premise.
The Division of Hotels and Restaurants will accept comments concerning the Petition for 5 days from the date of publication of this notice. To be considered, comments must be received before 5:00 p.m.

of the issuance of an Order regarding the Amended Petition for Variance or Waiver for Highlands County Sheriff’s Office, filed on January 7, 2016. The Notice of Petition for Variance or Waiver was published in Volume 42, No. 06, of the January 11, 2016, Florida Administrative Register. The Board considered the Petition at a duly-noticed public meeting held on January 28, 2016. The Petitioner was requesting a Variance or Waiver of Rule 60FF-5.002(3)(a), F.A.C., regarding the requirement that the E911 Board Form 6A must be provided with applicant’s “W Form 1A” application and be postmarked or delivered on or before October 1.
The Board=s Order, filed on February 24, 2016, grants the Petition for Variance or Waiver, finding that Petitioner has complied with the requirements of Section 120.542(2) of the Florida Statutes. Specifically, Petitioner has demonstrated how the purpose of the underlying statute would be achieved by submission of the E911 Form 6A. Additionally, Petitioner has demonstrated that failure of the E911 Board to consider Highlands County’s grants application would cause a substantial hardship for Highlands Country. Based upon the foregoing, the Board determined that Petitioner is eligible for a waiver or variance of Section 60FF-5.002(3)(a), F.A.C.

(A) Review and consideration of all matters relating to the application of Rollins College to the Authority and conducting a public TEFRA hearing, consideration of the results of a public hearing and consideration of a resolution with respect to the authorization by the Authority to issue not exceeding $42,000,000 in aggregate principal amount of educational facilities revenue bonds in order to make a loan to Rollins College, Inc. a Florida not-for-profit corporation.
Approximately $25,000,000 of the loan proceeds will be allocated for the purposes of refunding all or a portion of the outstanding Higher Educational Facilities Financing Authority Revenue Bonds, Series 2007 (Rollins College Project) the proceeds of which were used to finance certain capital improvements to the Rollins College campus located at 1000 Holt Avenue, Winter Park, Florida 32789, including, without limitation, (a) the purchase of land located at 501 Holt Avenue in Winter Park, Florida, (b) the purchase of land located at 823 N. Pennsylvania Avenue in Winter Park, Florida, (c) the purchase of land located at 273 W. New England Avenue in Winter Park, Florida, (d) renovations to various residence halls, (e) renovations of various academic buildings, (f) construction of a campus chiller plant, (g) purchase of emergency generators, and (h) reimbursement for monies previously spent on the acquisition of land described in (a), (b), and (c) above and other capital expenditures related to (a) through (g) above.
Approximately $17,000,000 of the loan proceeds will be allocated for the purposes of funding improvement projects on the campus of Rollins College including improvements to (i) the Childhood Development Center; (ii) the Baseball Stadium; (iii) the interior of Holt Hall; (iv) the interior of Cornell Social Science building; (v) the interior to McKean Hall; (vi) the relocation of the Physical Plant facilities; (vii) construction of a new residence hall; and (viii) various other capital improvements to Rollins College's educational facilities including, but not limited to, infrastructure improvements called for in the Rollins College Westside Campus Master Plan. Proceeds may also be used to acquire (x) the building that currently houses the City of Winter Park Library located at 460 East New England Avenue, Winter Park, Florida 32789; (y) the commercial building located at 400 West Fairbanks Avenue, Winter Park, Florida 32789; and (z) and fund any necessary debt service reserves and pay any costs of issuing the Authority’s bonds. All of the improvements financed or refinanced with proceeds of the loan will be owned by Rollins College.
