permanent waiver of Rule 11B-27.002(4)(a), and (4)(b), F.A.C. by Sheriff Nick Finch, Liberty County Sheriff, on behalf of Jessica Ann Page. Petitioner wishes to permanently waive that portion of the rule that states: Within four years of the beginning date of a Commission-approved Basic Recruit Training Program, an individual shall successfully complete the program, achieve a passing score on the applicable State Officer Certification Examination; and, gain employment, and certification as an officer and ) An individual who has not complied with the requirements in paragraph (4)(a) of this rule section for the discipline in which the training was completed, within four years of the date of beginning such training, shall as a condition for obtaining employment comply with the following: 1. Successfully complete a Commission-approved Basic Recruit Training Program pursuant to Rule 11B-35.002, F.A.C., or qualify for an exemption from a Commission-approved Basic Recruit Training Program, pursuant to Section 943.131(2), F.S., to include demonstration of proficiency in the High-Liability Basic Recruit Training Courses pursuant to Rule 11B-35.0024, F.A.C.; and 2. Achieve a passing score on the State Officer Certification Examination.
Pettioner states that Ms. Page is a certified corrections officer and has been employed by the Florida Department of Corrections since 2007. Petitioner also states that Ms. Page began cross-over law enforcement training on August 2, 2010 and completed such on March 4, 2011. Per rule, Ms. Page had until August 2, 2014 to become employed as a law enforcement officer. Pettioner states that Ms. Page has demonstrated a high amount of drive and willingness to improve and that she has the charateristics and attributes to make a solid law enforcement officer.
Petitioner states that Ms. Page is currently employed by the Liberty County Sheriff’s Office on a Temporary Emplyment Application as a Reserve Deputy Sheriff and will convert to a full time deputy sheriff if the waiver is granted.
Petitioner states that strict application of the rules would create a substantial hardship on Ms. Page in that she would again have to adjust her work schedule; pay for the Commission required refresher course and retake the State Officer Certification Exam, all of which will be avoised if the waiver is granted. Pettioner states that the purpose of the underlying statute will be achieved if the waiver is granted.

that on April 2, 2015, the Department of Transportation entered an Order Granting Petition for Variance in response to a request filed by Jacksonville Port Authority (JAXPORT), for a variance from the provisions of subparagraph 14-57.013, F.A.C. The Petitioner specifically requests a temporary variance from the installation of roadside flashing lights and gates on a new public road railroad grade crossing in Duval County. The petition was received by the Department on February 12, 2015. The Department published its notice of receipt of the Petition in the February 26, 2015, edition of the F.A.R. The Department granted the Petition because JAXPORT has demonstrated that the strict application of Rule 14-57.013(2), F.A.C., would create a substantial hardship on JAXPORT and would result in an unreasonable and unfair result in this particular instance.

The Florida Department of Transportation (FDOT) invites you to attend a public hearing concerning proposed improvements to S.R. 30A and S.R. 79 in Bay County. The hearing will be held Tuesday, April 21, 2015 from 6:00 p.m. to 7:00 p.m. CDT, at the George C. Cowgill City Hall Annex Building , 104 South Arnold Road, Panama City Beach, Florida. There will be an open house beginning at 6:00 p.m., followed by a formal presentation at 6:30 p.m. This hearing is being conducted to give interested persons an opportunity to express their views concerning the proposed widening and extension of the eastbound left-turn lane on S.R. 30A to better accommodate left-turning vehicles. This improvement will require a modification to the median access to Armstrong Circle from S.R. 30A. This project also proposes converting the existing eastbound right-turn lane into an additional through-lane and constructing a new eastbound right-turn lane adjacent to the existing turn lane. The proposed improvements to S.R. 79 include shifting the southbound through-lane to the west and striping the pavement to add a left-turn lane to alleviate congestion during peak seasons.
Other improvements include milling and resurfacing the existing lanes, minor drainage improvements, sidewalk construction, signage, and traffic signal upgrades. Proposed improvements will not require additional right-of-way. Bids for construction are anticipated to be received during the summer of 2016.

The Florida Department of Transportation (FDOT) is holding a public meeting for the improvements to State Road (SR) 5/US 1 (Harbor City Boulevard) located in the City of Melbourne, Brevard County, Florida (FPID: 430657-1-32-01). Project information related to the milling and resurfacing design project will be presented for the section of US 1 from Law Street to Post Road, which is approximately 2.85 miles. No additional right-of-way will be needed for this project. Construction for this project is not funded.
Project information will be available for review along with a project presentation that will be running on a continuous loop. FDOT representatives will be available to discuss the project, answer questions, and receive comments. The Florida Department of Transportation (FDOT) invites the community to a public hearing about proposed safety improvements to US 41 at Lely Resort Boulevard. The proposed improvements include:
• Closing the existing full median opening, which allows all turning movements
• Modifying the median opening to a dual directional median opening, only allowing left turns. The US 41 northbound to left into Gridley Medical Building/Equestrian Professional Center and US 41 southbound to left onto Lely Resort Boulevard are the only permitted turns.
Temporary median modification anticipated in July 2015, with final construction tentatively set for October 2015.
The hearing will consist of an open house from 5 p.m. to 7 p.m., allowing people time to view displays, ask questions, and discuss the work one-on-one with members of the project team. FDOT will hold a public meeting to provide information about the construction of two new pedestrian bridges adjacent to the existing vehicular bridges along US 41. The meeting is an open house with no formal presentation. People attending the meeting may review project displays and aerial photographs, and speak one-on-one with project team members. Displays will show plans for the two new pedestrian bridges with new sidewalk connections. Deborah Martuch; The Notice of Petition for Declaratory Statement published on February 5, 2015, in Vol. 41, No. 24, of the Florida Administrative Register. The petition seeks the Board’s interpretation of Rule 64B3-13.001, F.A.C., entitled, “Responsibilities of Directors,” regarding whether the biennial review by the Medical Director may be delegated and if not, what the procedures would be regarding the biennial policy/procedure signature page. The Board of Clinical Laboratory Personnel considered the Petition at a duly noticed public telephonic meeting held on March 6, 2015. The Board=s Order filed on March 20, 2015, stated that the Board’s answer to petitioner’s question is that a Medical Director may delegate the biennial review to the Clinical Laboratory Director. The Board’s response to the Petition is with regard only to the question propounded by Petitioner in her Petition and only applies to the facts set forth in the Order.
