The request was filed under the authority of Rule 62-560.510, F.A.C., and was for relief from the secondary drinking water standard for total dissolved solids of 500 mg/L. The petitioner requested a relaxed total dissolved solids limit not to exceed 1,000 mg/L until the year 2021, which is 5 years beyond the expiration of their current variance, PA File No.: 303487-001-WC/V1, to allow time for completion of the City’s Groundwater Reverse Osmosis System project. On May 12, 2016, the District's Governing Board issued SFWMD Order No. 2016-026-DAO-ROW to Nicole Guinea Oliva (Application No. 15-1102-4). The petition for waiver was received by the District on November 2, 2015. Notice of receipt of the petition requesting the waiver was published in the Florida Administrative Weekly, Vol. 41, No. 220, on November 12, 2015. No public comment was received. This Order provides a waiver of the District's criteria to allow existing fence enclosure, trees, and hedge within fence enclosure located within the east right of way of C-100C to remain; Section 5, Township 55 South, Range 40 East; Miami-Dade County. Specifically, the Order grants a waiver from Rule 40E-6.011(4)&(6), Fla. Admin. Code, and the Basis of Review for Use or Occupancy of the Works or Lands of the District, incorporated by reference in Rules 40E-6.091(1), Fla. Admin. Code, which governs the placement of permanent and semi-permanent above-ground structures within 40 feet of top of canal bank within works or lands of the District. Generally, the Order sets forth the basis of the Governing Board decision to grant the waiver as follows: 1) the existing facilities will not interfere with the District's current ability to perform necessary construction, alteration, operation, and routine maintenance activities; and 2) the Order granting a waiver from the subject rule is based upon a substantial hardship and principles of fairness.

The Florida Department of Transportation, District One, will hold a public hearing about design of median modifications on US 41 south of Sumter Boulevard. This design closes the directional left turn median opening into North Port Health Park and Wendy’s to allow for a lengthened northbound left-turn lane on US 41 onto Sumter Boulevard. The design adds a new directional left turn/U-turn farther to the south for access to the health park and Wendy’s from southbound US 41. The Fish and Wildlife Conservation Commission (FWC) is holding workshops to gather public input on potential management actions being considered for the 2016 bay scallop season in St. Joseph Bay and Gulf County. Scientific monitoring of bay scallops in St. Joseph Bay indicates that the bay scallop population has declined severely due to impacts from a prolonged red tide bloom that occurred from September through December of 2015. This red tide bloom occurred during the time period when scallops normally spawn and scallop larvae settle in that area. FWC will be gathering public comments about the best course of action to ensure the future health of the fishery, while minimizing negative impacts to the local economy.
