Rule 28-105.001, Florida Administrative Code, expressly prohibits the issuance of a declaratory statement that determines the conduct of a person other than the petitioner. Here, Petitioner seeks the Office's determination as to the applicability of Section 658.12(20), Florida Statutes, to the actions of Sun Coast, a third party.
