The purpose and effect of initiating rulemaking will be to begin the necessary dialogue among various interested stakeholders to discuss proposed amendments to the rules governing the Risk-Based Corrective Action (RBCA) process at contaminated sites in Florida. Further, amendments are needed to conform Ch. 62-780 to the procedures being developed simultaneously in Ch. 62-771 and Ch. 62-772, F.A.C., for state funded cleanup of petroleum contaminated sites.

Department will be amending its rule that establishes the priority scoring system for petroleum contaminated sites. In addition, the Department is developing criteria specific to state funded cleanup of petroleum contaminated sites. The Department anticipates amending or creating the above list of rule sections and titles; however, these may be amended or new sections added as this rulemaking moves forward.

The Department is creating a new rule Chapter 62-772, F.A.C., that provides the procedures the Department will utilize for the procurement of contractual services for the cleanup of state-funded petroleum contaminated sites. The Department anticipates creating the above list of rule sections and titles; however, these may be amended or new sections added as public input is received and the Department creates this new chapter. The procedures will allow the Department to implement its petroleum cleanup program in a more efficient and cost effective manner.

The proposed rule amendment revises, clarifies, and streamlines the provisions of rule chapter 65G-2, related to licensure of foster care facilities, group home facilities, residential habilitation centers, and comprehensive transitional education programs for persons with developmental disabilities.

This public hearing is being held to give interested persons an opportunity to express their views concerning the location, conceptual design, and social, economic and environmental effects of Financial Project ID Number 208211-5, 208211-3 and 208211-7 otherwise known as SR 21 (Blanding Boulevard) from CR 218 to Jennings Road in Clay County, Florida. Also, a proposed interchange at State Road 23 (Branan Field-Chaffee Road) will be discussed.
The proposed improvements to SR 21 include widening the existing roadway from four to six lanes, adding bike lanes, curb and gutter, lighting, upgrading traffic signals and installing signalized crosswalks. FDOT also recommends modifying multiple median openings throughout the project limits.

To present and receive public comments on 1) the draft total maximum daily load (TMDL) for the nutrient impairment of the Weeki Wachee Spring and Weeki Wachee River, in the Springs Coast Basin, to be adopted in Rule 62-304.645, F.A.C., and 2) having these nutrient TMDLs, if adopted and upon paragraph 62-302.531(2)(a), F.A.C., becoming effective, constitute site specific numeric interpretations of the narrative nutrient criterion set forth in paragraph 62-302.530(47)(b), F.A.C., that would replace the otherwise applicable numeric nutrient criteria in paragraphs 62-302.531(2)(b) and (c) for these particular surface water segments. The draft TMDL document for these impaired waters will be placed on the Department’s TMDL website (http://www.dep.state.fl.us/water/tmdl/) on June 3, 2013 and will be provided upon request to interested parties by mail or via e-mail distribution.
