The Board of Trustees of the Internal Improvement Trust Fund of the State of Florida gives notice that it is proposing to amend multiple sections within Rule 18-21, F.A.C. The proposed amendments are to provide regulatory and proprietary guidance by clarifying rule language, deleting the need for appraisals in certain situations, amending a delegation of authority, deleting the need for surveys in certain situations, eliminating unnecessary language, addressing changes recommended by JAPC, and amending the rule to match statutes including Section 253.0346, F.S.

Chapter 18-20, F.A.C., titled Florida Aquatic Preserves, establishes land and resource management strategies, as well as specific proprietary criteria for all aquatic preserves with the exception of Biscayne Bay Aquatic Preserve. The rule was adopted to ensure that “all sovereignty lands within a preserve shall be managed primarily for the maintenance of essentially natural conditions, the propagation of fish and wildlife, and public recreation including hunting and fishing where deemed appropriate by the Board, and the managing agency.” The Board of Trustees of Internal Improvement Trust Fund gives notice that it is developing amendments to Chapter 18-20, F.A.C., to update information and clarify language to resolve Joint Administrative Procedures Committee (JAPC) concerns.
