The purpose of the rule is to adopt Total Maximum Daily Loads (TMDLs), and their allocations, for certain waters impaired for nutrients in the Middle St. Johns River Basin, and Charlotte Harbor Basin. Furthermore, in accordance with paragraph 62-302.531(2)(a), F.A.C., the nutrient TMDLs for DeLeon Spring, Gemini Springs, Sanibel Slough West and Sanibel Slough East will constitute site specific numeric interpretations of the narrative nutrient criterion set forth in paragraph 62-302.530(90)(b), F.A.C., that will supersede the otherwise applicable numeric nutrient criteria in subsection 62-302.531(2), F.A.C., for these surface water segments.

that on July 3, 2017, the Agency for Health Care Administration entered an order disposing of the petition for variance and waiver filed by Southern Baptist Hospital of Florida, Inc. and Wolfson Children’s Hospital of Jacksonville, Inc. on April 10, 2017, and advertised in Vol. 43, No. 73, Florida Administrative Register on April 14, 2017. The Petition was assigned Agency Case Number 2017003887. The Agency for Health Care Administration has issued a Final Order Approving Petition For Permanent Waiver Of Rule 59a-3.079(9), Permanent Variance Of Rule 59a-3.2085(2), And Denying Petition As To Waiver Or Variance Of Rules 59a-3.252(3)(B), 59a-3.275(2) F.A.C, which require an on-site pharmacy for hospitals, staffing standards, and related policy and procedures. The Petition as to waiver of 59A-3.079(9), and permanent variance of the portion of 59A-3.2085(2) specifying “…each Class I or Class II hospital shall have on the premises,…” is granted. The Petition for Permanent Waiver or Variance of Rules 59A-3.252(3)(b), 59A-3.275(2) is denied upon a finding that the Petitioner failed to demonstrate that the purpose of the underlying statute will be or has been achieved by other means and that application of the rule to Petitioner would create a substantial hardship or violate principles of fairness.

The Florida Department of Transportation (FDOT) will host a public meeting for the NE 36th Avenue design project. The project is approximately 1.5 miles in length and begins at State Road (S.R.) 492 (NE 14th Street) and ends at NE 35th Street. The project has been divided into three segments: Segment 1 (FPID 431798-2-52-01) is from S.R. 492 (NE 14th Street) to NE 20th Place; Segment 2 (FPID 431798-3-52-01) is from NE 20th Place to NE 25th Street; and Segment 3 (FPID 431798-4-52-01) is from NE 25th Street to NE 35th Street. Segment 2 includes NE 36th Avenue going over the existing CSX railroad. The improvements to all three segments of NE 36th Avenue include: widening the existing two-lane road to a four-lane roadway; five-foot buffered bicycle lanes; six-foot sidewalks; a 20-foot median; and drainage and signalization improvements. With the bridge over the CSX railroad in Segment 2, there also will be a Texas U-turn and access road to retain access to adjacent properties. Additional right-of-way will be needed to accommodate these improvements. For Segments 1 and 3, right-of-way acquisition and construction are not funded. For Segment 2, right-of-way acquisition is funded in Fiscal Year 2017 and construction is funded in Fiscal Year 2019.
The meeting will be an open house format with a focus on the project refinements in Segment 2. Project information will be available for review along with the opportunity to provide public input. Throughout the meeting, a project presentation will run on a continuous loop. FDOT representatives will be available to discuss the project, answer questions, and receive comments.

Project Description: Sections 1A and 1B extend from where the SR 429 currently ends at the Connector Road near US 441, to a new interchange at Kelly Park Road.
The Central Florida Expressway Authority (CFX) is set to open its first five miles of the Wekiva Parkway (SR 429) on July 27. The event entrance is via the SR 429 southbound on ramp at Kelly Park Road. Parking will be on the southbound mainline shoulders. The event location is at the Belgian Street Bridge (North of SR 429 / Connector Road).
State and local elected officials and other dignitaries will be on hand to commemorate the event.
Sections 1A and 1B, totaling $102.6 million in construction costs, extend from where the SR 429 currently ends at the Connector Road near US 441, to a new interchange at Kelly Park Road. Work began in summer of 2015.
The 5-mile stretch includes interchanges near US 441 at Connector Road and Kelly Park Road, along with bridges at Southfork Drive, Yothers Road, Ponkan Road and other locations. The Wekiva Parkway is the first expressway in Central Florida to feature all electronic tolling for customer convenience and to keep traffic moving. A Section 1A toll gantry also features the eye-catching aesthetic features found throughout the project.
CFX is building five parkway sections totaling 10 miles and more than $271 million in construction costs. The entire $1.6 billion Wekiva Parkway, which is being built in conjunction with the Florida Department of Transportation – District Five, will complete Central Florida’s beltway, while helping to protect the natural resources surrounding the Wekiva River.; Thursday, July 27, 2017
