The purpose and effect of the amended rules is to remove the disciplinary guidelines as found in the rule and to transfer the disciplinary guidelines provisions to a form incorporated into the rule entitled "Office of Financial Regulation, Division of Consumer Finance, Disciplinary Guidelines for Money Services Businesses," to amend mitigating and aggravating factors, to amend citations to incorporated materials, to provide an exemption from online filing requirements for technological or financial hardships, to specify fingerprint exemptions for certain individuals, to provide an additional 45 days for submission of additional application information, to deem certain applications abandoned, to delete and amend definitions, to specify who must file Form 560-02, to specify when Form 560-02 must be filed, to specify when application amendments must be filed, to clarify the license renewal process, to repeal the net worth provisions, to establish a set rate for exam fees, to clarify quarterly report requirements, to correct inaccurate terminology, to clarify record keeping requirements, to amend existing rules and propose new rules to conform to and implement Chapter No. 218-26, Laws of Florida, which was signed into law on March 19, 2018. The legislation requires the Financial Service Commission to implement, by rule, certain provisions related to deferred presentment installment transactions.

Rookery Bay National Estuarine Research Reserve (RBNERR) is revising and updating their five year Management Plan. Florida Trustee Implementation Group Proposes Third Phase of the Florida Coastal Access Project
The Florida Trustee Implementation Group released a draft restoration plan proposing the third phase of the Florida Coastal Access Project for public review and comment. The Draft Phase V.3 Restoration Plan and Supplemental Environmental Assessment (Draft Phase V.3 Plan) proposes one additional recreational use project: the acquisition of a coastal parcel of land, the Navarre Beach Marine Park Addition. The parcel is an inholding within the existing Navarre Beach Marine Park property and acquisition would enhance the public’s access to the surrounding natural resources and increase recreational opportunities. The public comment period is open until July 22, 2019, and we’re holding a public meeting on the draft plan on July 18.
This draft restoration plan is consistent with the Trustees’ programmatic restoration plan and supplements the first and second phases of the Florida Coastal Access Project. The first phase of the project, described in the Phase V Early Restoration Plan, included acquisition and/or enhancement of four coastal parcels, and the second phase, described in the Phase V.2 Restoration Plan, included acquisition and enhancement of recreational amenities at one coastal parcel in the Florida Panhandle. The Florida Coastal Access Project addresses a portion of the lost recreational use in Florida caused by the Deepwater Horizon oil spill.
Public Comment Period and Meeting
The Florida Trustee Implementation Group is seeking public comment on this draft restoration plan until July 22, 2019 and will hold a public meeting to present the plan and receive comments on July 18. The meeting will include an open house during which Trustee representatives can answer questions about the proposal. This will be followed by a formal public meeting, during which members of the public are invited to provide oral and/or written comments on the proposed acquisition. Meeting information follows:

Project Description: US 1 Corridor Planning Study from Pineda Causeway (SR 404) to Park Avenue in the City of Rockledge/Brevard County, Florida.
The Florida Department of Transportation (FDOT) invites all persons to a Project Visioning Team (PVT) meeting for the US 1 Corridor Planning Study. The PVT is an advisory group (not an independent decision-making board) assisting the FDOT and the consultant team by providing jurisdictional, policy, technical, and administrative guidance throughout the project.
The limits of the study are from Pineda Causeway (SR 404) to Park Avenue in the City of Rockledge in Brevard County, Florida, a distance of approximately 9 miles. This study is evaluating the existing and future transportation needs of the corridor and developing a range of multi-modal solutions, known as alternatives, to address these needs. This meeting is being held to review the initial efforts of the study including traffic forecasting, existing conditions data collection and other elements.

Shomika Patange.; The Petition dated July 5, 2019, request that the Council provide a declaratory statement as to whether Petitioner qualifies for preceptorship to participate in completing 900 hours in order to become eligible for Florida license as a Dietician/Nutritionist since the college she graduated from was not a nationally accredited university at that time. Except for good cause shown, motions for leave to intervene must be filed within 21 days after publication of this notice.

Finfrock DMC; Petitioner requested an answer to the following question based upon the project described within its petition: does the code classify an access panel as a “smoke and draft control door” which would require it to be rated per UL 1784? On June 18, 2019, the Commission provided the following answer: Yes. Pursuant to section 716.5.3.1, Florida Building Code, Building, 6th Edition (2017), the access panel in question must meet the requirements for a smoke and draft control door assembly tested in accordance with UL 1784.

Window and Door Design Center; The petition inquires about the past conduct of individuals and entities other than Petitioner. Since the subject matter of the petition may not be properly addressed by a declaratory statement, the Commission declines to answer.

Excel Electrical Group, LLC; The provision which the local building department cited as authority for requiring Petitioner to install an arc fault breaker is a purely local amendment to the Florida Building Code. Additionally, the Petitioner inquires about a situation in which it has already acted, and in which the local authority having jurisdiction has already issued its order. As the Commission is without authority to interpret local amendments to the Florida Building Code, and this Petition involves conduct that has already occurred, the Commission declines to answer the Petition.
