    • To adopt a rule that will require quick reporting to the Department of Education by school districts when there are allegations of misconduct by school district staff that affect the health, safety or welfare of a student. Additionally, the purpose is to clarify the alleged misconduct that requires expeditious reporting and the information that should be reported. The effect of the rule will be to promote expeditious investigation of complaints by the Department of Education, as well as allowing a timely mechanism for the Commissioner of Education to exercise his authority to recommend removal of school district personnel from direct student contact.
    • To add interim standard scores and effective dates for the Next-generation ACCUPLACER exam in the subject areas of 1) reading, 2) writing and 3) quantitative reasoning, algebra and statistics. College Board anticipates the Classic ACCUPLACER will no longer be an available assessment option after January 2020 as it has been replaced by the Next-generation ACCUPLACER. Including Next-generation ACCUPLACER standard scores provides more opportunities for students to demonstrate readiness for college-level work.
    • To provide an additional pathway to certification as a school social worker and to update the requirements for certification. The effect will be that schools will be able to hire more professionals by creating an additional pathway to become certified as a school social worker.
    • To update and expand the pathways to certification as a school counselor. The effect will be to allow more professionals to become certified as a school counselor.
    • The purpose of the proposed rule amendment is to revise the calculation for the VPK Provider Kindergarten Readiness Rates to include the Florida VPK Assessment in the readiness rates.
