that on July 25, 2017, the Commission issued an order granting the Halifax Rowing Association (HRA) a temporary variance, with conditions, from section (3)(a)7 of the Volusia County manatee protection rule 68C-22.012, Florida Administrative Code. The petition was filed with the Commission on May 26, 2017, and a notice of receipt was published in the Florida Administrative Register on June 12, 2017. Two public comments were received. The variance authorizes HRA to operate safety launches above regulated speeds, if necessary, only while engaged in a two-day regatta event within a portion of the Slow Speed zone in the Halifax River near Daytona Beach. The variance applies two days a year through August 1, 2022. A variance was granted because the Commission determined (1) that a substantial hardship exists and (2) the purposes of the underlying statute would be achieved by other means, specifically through the setting of conditions and limitations on the activities.

A PD&E Study is FDOT’s process to evaluate the social, economic and environmental impacts associated with a planned transportation improvement project. The Florida Department of Transportation (FDOT) invites you to attend a public workshop regarding a Project Development and Environment (PD&E) Study on I-95 from J. Turner Butler (JTB) to Atlantic Boulevard in Duval County to which all persons are invited.
This segment of I-95 experiences peak period congestion due to demand that exceeds capacity. With expectations of continued traffic congestion, the purpose of this PD&E study is to evaluate the addition of express lanes in order to provide capacity improvements and relieve congestion. Express lanes are an innovative concept to manage traffic congestion and provide choices for motorists. These additional lanes will provide more capacity in areas where traffic congestion is a major problem. The study will also examine all interchanges regarding safety and operational improvements as well as proposed pond locations.
On April 26, 2017, a public workshop was held to introduce the I-95 Express Lanes project and to receive public input regarding the proposed transportation improvements. From the comments received at that workshop, the project alternative has been refined and will be available for public review and comment at the Alternatives Public Meeting on August 3, 2017.
