- Notices of Development of Proposed Rules and Negotiated Rulemaking (5)
-
The board proposes the rule development to amend the fee requirement regarding the requirements for board approval of continuing education.
-
Chapter 2013-188, Laws of Florida, created a new subsection 718.406, Florida Statutes, which allows the creation of a condominium within a condominium parcel or “secondary condominium”. This rule amendment is for the purpose of revising DBPR Form CO 6000-2, Developer/Condominium Filing Statement, to include information as to whether the filing is for a secondary condominium.
-
This rule amendment is for the purpose of updating these rules to conform to Chapter 2013-122, LOF, which changes the starting point of developer action trigger points from the recording of the declaration of condominium to recording the certificate of a surveyor and mapper, or the recording of an instrument that transfers title to a unit in the condominium which is not accompanied by a recorded assignment of developer rights in favor of the grantee of such unit. The rule amendment also allows a developer to seek approval to extend the time to complete a phased condominium project from 7 to 10 years. These rules will accommodate the filing of recorded documents for division review.
-
Chapter 2013-218, Laws of Florida, created a new subsection 720.303(13), Florida Statutes, which requires homeowner associations to report certain information to the Division of Florida Condominiums, Timeshares, and Mobile Homes. This rule amendment is for the purpose of implementing the new law and creating a form for homeowner associations to use to report the required information to the division.
-
The purpose of this rule development is to update provisions in the rule due to statutory changes, rule changes, and for clarity. Proposed changes include: update of specifications for the uniform core curricula and that each candidate is assessed in his or her program concentration; modify admission requirements for candidates in graduate level programs; revise requirements for program completion; update criteria and data submitted for review as part of the institution’s institutional program evaluation plan (IPEP) and for the general public; and to revise criteria for continued approval of programs to be based upon specified measures of program and program completer performance, including the program review process, timelines, and performance level targets for each of the continued approval criteria.

FPL’s application also seeks certification of off-Site associated linear and non-linear facilities in Miami-Dade County.
6. FPL’s Turkey Point Units 6 & 7 Project application seeks certification to expand the existing Levee substation and to approve the location of corridors within which more narrow rights-of-way will be established for the construction, operation, and maintenance of the following electrical transmission lines:
(a) Clear Sky-Turkey Point transmission line: an on-site 230 kilovolt (kV) line from the existing Turkey Point substation to the proposed Clear Sky substation, both of which will be located on the Turkey Point Plant property;
(b) Clear Sky-Davis and Davis-Miami transmission lines: a 230-kV line from the proposed Clear Sky substation to the existing Davis substation in southeast Miami-Dade County, and another 230-kV line from the Davis substation to the existing Miami substation in downtown Miami just north of the Miami River;

(d) Clear Sky-Pennsuco transmission line: a 230-kV line from the proposed Clear Sky substation to the existing Pennsuco substation in northwest Miami-Dade County.
The Clear Sky-Turkey Point and Clear Sky-Davis transmission lines will be located within a corridor proposed as FPL’s “East Preferred Corridor.” The Davis-Miami transmission line will be located in either the East Preferred Corridor or an alternate corridor proposed by the City of Coral Gables and the Village of Pinecrest. The Clear Sky-Levee #1 and #2 and the Clear Sky-Pennsuco transmission lines will be located within a corridor that may include all or portions of the corridors proposed as FPL’s “West Preferred Corridor,” FPL’s “West Secondary Corridor,” or the alternate corridors proposed by the Miami-Dade Limestone Products Association (MDLPA) or the National Parks Conservation Association (NPCA). The proposed transmission line corridors cross the following local government jurisdictions: Miami-Dade County, City of Miami, City of Coral Gables, City of South Miami, Village of Pinecrest, Village of Palmetto Bay, Florida City, City of Doral, and Town of Medley.
7. In addition to the electrical transmission line corridors, FPL is seeking certification of corridors for a reclaimed water pipeline to connect a proposed FPL reclaimed water treatment facility to the Miami-Dade South District Wastewater Treatment Plant, a potable water pipeline to connect the Turkey Point facility to an existing water pipeline at SW 137th Avenue and SW 288th Street, and several road improvements for access to the site.
