The purpose and effect of this rule development notice is to address rule amendments for flounder. The effect of the rule amendments would be to increase the minimum size limit, reduce the recreational bag limit, establish seasonal commercial trip and vessel limits, establish a November recreational closure, and extend all FWC regulations into federal waters.

On August 27, 2020, the Public Employees Relations Commission issued a final order in Case No. MS-2020-045 granting an unopposed emergency petition for variance from Florida Administrative Code Rule 60CC-4.002 filed by the American Federation of State, County and Municipal Employees Local 597, AFL-CIO. The variance allows the Petitioner to conduct all aspects of a ratification election electronically. The Public Employees Relations Commission determined that the Petitioner had demonstrated an emergency existed and that it would suffer a substantial hardship if the variance was not granted. The petition was filed on August 6, 2020, and the notice of receipt of the petition was published on August 10, 2020, on the Commission’s website and in Volume 46, Number 155 F.A.R. No comments were received to the petition.

On August 27, 2020, the Public Employees Relations Commission issued a final order in Case No. MS-2020-046 granting an unopposed emergency petition for variance from Florida Administrative Code Rule 60CC-4.002 filed by Alyssa Cundari Roelens and the Committee of Interns and Residents (CIR) an Affiliate of Service Employees International Union. The variance allows the Petitioners to conduct all aspects of a ratification election electronically. The Public Employees Relations Commission determined that the Petitioners had demonstrated an emergency existed and that they would suffer a substantial hardship if the variance was not granted. The petition was filed on August 10, 2020, and the notice of receipt of the petition was published on August 12, 2020, on the Commission’s website and in Volume 46, Number 157 F.A.R. No comments were received to the petition.
