The purpose of the rule is to adopt Total Maximum Daily Loads (TMDLs), and their allocations, for certain waters impaired for nutrients and/or dissolved oxygen (DO) in the Kissimmee River Basin. Furthermore, upon paragraph 62-302.531(2)(a), F.A.C., becoming effective, the nutrient TMDLs for Lake Holden, Lake Cypress, Lake Marian, Lake Jackson, and Lake Kissimmee, will constitute site specific numeric interpretations of the narrative nutrient criterion set forth in paragraph 62-302.530(47)(b), F.A.C., that will supersede the otherwise applicable numeric nutrient criteria in paragraph 62-302.531(2)(b) for these particular surface water segments.

The proposed rule amendments are intended to resolve conflicts in the statute with regard to unlicensed physicians and fellows.

The SWFWMD has scheduled a public workshop to solicit stakeholder input on the Annual Update of the District's Minimum Flows and Levels Priority List and Schedule. The Priority List and Schedule identifies water bodies for which the District plans to establish minimum flows and levels and also identifies planned water reservations pursuant to the requirements of Section 373.042, Florida Statutes.

To receive public comments on 1) draft total maximum daily loads (TMDLs) for the impaired waters in the Springs Coast Basin, to be adopted in Rule 62-304.645, F.A.C., and 2) having these nutrient TMDLs, if adopted, constitute site specific numeric interpretations of the narrative nutrient criterion set forth in paragraph 62-302.530(47)(b), F.A.C., that would replace the otherwise applicable numeric nutrient criteria in paragraph 62-302.531(2) for these particular waters, upon paragraph 62-302.531(2)(a), F.A.C., becoming effective. The TMDLs to be presented at the public workshop are for Kings Bay WBID 1341 [Nutrients (Algal Mats)], Hunters Spring WBID 1341C [Nutrients (Algal Mats)], House Spring WBID 1341D [Nutrients (Algal Mats)], Idiots Delight Spring WBID 1341F [Nutrients (Algal Mats)], Tarpon Spring WBID 1341G [Nutrients (Algal Mats)], and Black Spring WBID 1341H [Nutrients (Algal Mats)]. The draft TMDL documents for these impaired waters will be placed on the Department’s TMDL website (http://www.dep.state.fl.us/water/tmdl/) by Wednesday, September 18, 2013, and will be provided upon request to interested parties by mail or via e-mail distribution. The Department will accept written comments on the draft TMDLs, as well as the establishment of these nutrient TMDLs as site specific interpretations of the narrative nutrient criterion, through October 18, 2013.
