The purpose of the proposed amendments to Rule 62-40.210, F.A.C., is to provide definitions for new terms provided for in the proposed amendments to Rule 62-40.416, F.A.C. The purpose and effect of the proposed amendments to Rule 62-40.416 is to increase the use of reclaimed water and provide for clarification to consumptive use permit applicants seeking supplemental water for reuse systems on how they may meet the conditions for issuance.

The proposed amendment to Rule 69U-140.020, F.A.C., creates additional monetary assessment tiers to extend declining assessments rates for agencies with assets from $2.5B up to and exceeding $10B. This will generally reduce the assessments due for international agencies with assets exceeding $2.5B. Currently, the rule provides for declining assessments until reaching a flat assessment rate for agencies with total assets over $1B. The proposed rule amendment also corrects a mathematical error in the calculation of the base assessments for the current monetary assessment tiers from $500M to $2.5B and includes the statutory minimum assessment and late payment penalty amounts.

On August 16, 2013 the Division of Hotels and Restaurants received a Petition for an Emergency Variance for Subparagraph 61C-1.002(5)(a)(2), Florida Administrative Code from George's Dainty Del located in Pensacola. The above referenced F.A.C. addresses the requirement that a mobile food dispensing vehicle be a vehicle that is otherwise movable. They are requesting to mount the mobile food dispensing vehicle on casters rather than an axle.
The Petition for this variance was published in Vol. 39/162 on August 20, 2013. The Order for this Petition was signed and approved on August 26, 2013. After a complete review of the variance request, the Division finds that the application of this Rule will create a financial hardship to the food service establishment. Furthermore, the Division finds that the Petitioner meets the burden of demonstrating that the underlying statute has been achieved by the Petitioner ensuring casters must be maintained in good repair and no additional equipment is to be installed. The unit must report to the commissary each day of operation for support services.

This hearing is being held to afford interested persons the opportunity to express their views concerning the location, conceptual design, social, economic and environmental effects of Financial Project ID: 430565-3, otherwise known as State Road 23 from north of Argyle Forest Boulevard to I-10 in Duval County, Florida. The SR 23 project from Argyle Forest Blvd. to I-10 is the first segment of two separate projects that will design and construct the SR 23 Limited Access Toll Road from SR 21 (Blanding Blvd.) in Clay County to I-10 in Duval County. The proposed improvements for the first segment will include the construction of a limited access four lane roadway, interchanges at 103rd Street, Normandy Blvd. and New World Avenue, four bridges and access roads at 103rd Street, Samaritan Way and Sarroca Lane. Sound barriers will also be constructed at Bent Creek and Samaritan Way. Since our previous public hearing on this project, a change has been made to the interchanges at 103rd Street, Normandy Blvd. and New World Avenue. This change now maintains the SR-23 at-grade roadway, while the side streets will go over SR 23. The typical section has been improved with the addition of bike lanes, 6 ft. sidewalks, dual left turns and improved loop ramp movements. These Public Workshops are being held to share suggested travel solutions for Oakland Park Boulevard from the Sawgrass Expressway/SR 869 to State Road A1A, a length of approximately 13 miles, in Broward County, Florida (Financial Project Number: 429569-1-22-01).
