- On January 14, 2016, the Office of Early Learning issued an Order granting the Association of Early Learning Coalitions, Inc., a waiver from Rule 6M-4.610, Florida Administrative Code. The petition for waiver was received by the Office of Early Learning on October 14, 2015. Notice of receipt was published in the Florida Administrative Register, Volume 41, Number 202 on October 16, 2015. No public comment was received. The Order grants a waiver from Rule 6M-4.610, F.A.C., which adopts a standardized provider contract for the school readiness program wherein exists a prohibition of any changes to an executed Statewide Provider Contract. In particular, related to Form OEL-SR20, the Petition seeks waiver of the prohibition against amendment or supplement to the individualized provider information on nine specifically identified items within the contract. It will allow the members of the Association (the Early Learning Coalition) to amend or supplement by mutual agreement of the provider and the coalition through the execution of a contract amendment select and limited changes to information listed in the contract. The Office determined, with the exception of one identified iterm, that the waiver will permit the coalition to function efficiently while serving the purpose of the underlying statute and that without the waiver the Association members as well as school readiness providers will be adversely impacted by additional use of staff time and resources.

- On January 19, 2016, the Department issued an Order Granting In-Part and Denying In-Part, a Petition for Variance filed by The Safety & Intelligence Institute, Inc. (S2), on October 20, 2015. Notice of the Petition was published on October 23, 2015, in Volume 41, No. 207, of the Florida Administrative Register.
Petitioner sought a variance from Rule 5N-1.140(1)(c), asking that the scores of all examinations be aggregated with 76% of correctly answered questions needed to achieve a passing score. The Division’s order granted S2’s request to aggregate examination scores, but instead of requiring a 76% passage rate, the Division authorized S2 to require each student correctly answer 128 questions out of the 170 questions asked to achieve a passing score.

- This meeting is being held to afford interested persons the opportunity to express their views concerning the location, conceptual design, social, economic and environmental effects of Financial Project ID: 207850-2, otherwise known as SR 26 Project Development & Environmental (PD&E) Study, in Newberry, Florida. The Department is evaluating an alternative to provide a one-way pair system. The one-way pair system would begin at NW 264th Street, west of downtown Newberry and end near the park & ride lot east of US 41. State Road 26 (W. Newberry Rd) would become a one-way eastbound street, with two 12ft. travel lanes, a bicycle lane on the south side of street and on-street parking on the north side of the street. NW 1st Avenue would become a one-way westbound street, with two 11 ft. travel lanes and a bicycle lane on the north side of the street. - This meeting will provide property and business owners, interested citizens, and organizations the opportunity to review project information and comment on the proposed improvements to 40th Street (SR 569/SR 599/US 41) between East 15th Avenue and East Conover Street. The meeting will be held in an informal, open house format. There will be no formal presentation. Project aerials, plan sets, and graphic exhibits will be on display for review. FDOT will be available beginning at 5:00 p.m. to discuss the project and answer questions.
The 40th Street proposed improvements are being presented as two separate projects. The first is the repaving of 40th Street within the above stated project limits. The following features will also be included:
• The existing number of 12-foot travel lanes will be reduced from six to four;
• An 8-foot dedicated bicycle lane will be added;
• The addition of a 5-foot sidewalk with a 4-foot buffer from the bicycle lane.
The second project, in addition to the improvements explained above, proposes traffic signals be replaced with roundabouts at the following locations: Chelsea Street, Osborne Avenue, Melburne Boulevard/26th Avenue, and 21st Avenue.
