The Notice was published in Volume 38, No. 37, of the Florida Administrative Weekly, on September 14, 2012. The Board, at its meeting held on October 12, 2012 voted to grant the Petition for Waiver finding that the Petitioner demonstrated a substantial hardship; that application of the rule would violate the principles of fairness; and that the purpose of the underlying statute has been met.
