CS/HB 7069, passed by the Legislature and signed by Governor Scott (ch. 2015-6, L.O.F.), established the Florida Standards Assessment Review Selection Panel comprised of three members, one selected each by the Governor, the President of the Senate, and the Speaker of the House of Representatives. The panel has been tasked to select an independent entity for the Florida Department of Education to contract with in order to complete an independent verification of the 2014-2015 Florida Standards Assessment.
The law mandates that in selecting the independent entity, the panel must consider, at a minimum:
• The national reputation and length of establishment of the entity;
• The experience and expertise of the independent entity in validating such data; and
• The use of professional standards, codes, and guidelines that address applicable practices in the profession, such as the Standards for Educational and Psychological Testing.
The panel must select an independent entity no later than June 1, 2015. Upon selection of the independent entity, the Florida Department of Education must immediately contract with the entity to perform the verification, which must be completed by September 1, 2015.
