- The Department proposes to correct citations and references in Chapter 62-348, F.A.C., “Permitting and Alternative Mitigation for the Mining of High-quality Peat,” resulting from the adoption of the Statewide Environmental Resource Permitting rule Chapter 62-330, F.A.C., effective October 1, 2013, and repeal of rules in Chapter 62-312, F.A.C., effective February 16, 2012.

- The proposed rulemaking promulgates a new rule to comply with provisions of subsection 633.138(1), F.S., as provided by Ch. 2013-183, Laws of Florida. The proposed rule requires an individual who is issued a license, permit, or certificate under the provisions of Ch. 633, F.S., to notify the Division of State Fire Marshal, in writing, of any changes to her or his current mailing address, e-mail address, or place of employment. The proposed rule further requires individuals to notify the Division within 30 days of any change of record through the Division’s Fire College Department of Insurance Continuing Education (“FCDICE”) information database system.
- The proposed rules are amended to conform to certain provisions of s. 633, F.S., “Fire Prevention and Control,” as revised under Chapter No. 2013-183, Laws of Florida. The proposed amendments include the following changes: Form DFS-K4-1038, “Release and Waiver of Liability,” is adopted and incorporated by reference under proposed Rule 69A-37.039, F.A.C.; proposed Rules 69A-37.059 and 69A-37.408, F.A.C., are amended to reflect an expanded period for the renewal of firefighter safety instructor certification, increasing the time period for renewal from three to four years; proposed Rule 69A-37.064, F.A.C., is amended to set forth the requirements for admission to the Florida State Fire College under new subsection (7), which also provides links to the Florida State Fire College website address.

- for a permanent waiver of Rule 11B-20.0014(2)(d), F.A.C. from the Manatee Technical Institute (MIT) Law Enforcement Academy on behalf of Jay Bush, Keith Lock, Jamie L. Croughan, Cody A. Hobbs, Christopher G. Huddleston, Colby R. Martin, Jason T. Reaume, Benjamin R. Schlabach, Anthony S. Sizemore, Angela P. Valderra-Jiminez, and William E. Weldon, Jr. The Pettioner wishes to waive that portion of the rule which states that first aid instructor certification applicants must have completed a high-liability internship. The Petitioner stated that on December 19, 2012 and December 20, 2012 first aid instruction was delivered by Jay Bush and Keith Lock for Basic Recruit Class 17-12-1177-03 at MIT Law Enforcement Adademy. That class included Jamie L. Croughan, Cody A. Hobbs, Christopher G. Huddleston, Colby R. Martin, Jason T. Reaume, Benjamin R. Schlabach, Anthony S. Sizemore, Angela P. Valderra-Jiminez, and William E. Weldon, Jr. Pettioner states that at the time the instruction was given by Jay Bush and Keith Lock both were paramedic instructors for Manatee Technical Institute however, neither had completed a high-liability internship. Petitioner states that at the time of the instruction, MIT staff were under the impression that Bush and Lock were qualified to document proficiency in first aid training due to the medical professional exception found at Rule 11B-20-0014(2)(d)6.g., F.A.C. Petitioner states that the law enforcement academy acted in good faith when it allowed Bush and Lock to instruct and document proficiency in first aid training believing that the professional excemption applied. Petitioner states that strict applicaion of the rule would violate principles of fairness due to all recruits having to return to MIT and repeat first aid instruction, including some who are now full-time law enforcement officers. Petioner states that the underlying statute has already been fulfilled because Bush and Lock have now completed a high liability internship as required.

- The Board of Trustees of the Internal Improvement Trust Fund of the State of Florida is proposing to vacate and reestablish a portion of an existing Erosion Control Line at the north end of Longboat Key, between Reference Monuments R-43 and R-45, pursuant to Sections 161.161 and 161.191, Florida Statutes. A designee of the Board of Trustees of the Internal Improvement Trust Fund will hold a Public Workshop and a Public Hearing immediately following the Workshop for the purpose of considering evidence bearing on the location of a proposed Erosion Control Line for the permitted Longboat Key North End Stabilization Structures Project.
This Workshop is the public's opportunity to ask questions about the proposed erosion control line. This Hearing is the public's opportunity to comment on, speak in support of, object to, and submit for consideration materials relevant to the methodology used for locating the proposed Erosion Control Line and relevant to the location of the proposed Erosion Control Line.
If approved by the Board of Trustees, the vacating and establishment of the new location of the existing affected segment of the Erosion Control Line will be recorded in the County's Book of Plats and will become the boundary between private uplands and sovereign submerged lands owned by the state for this identified northern segment of Longboat Key.
The proposed Erosion Control Line lies along the north end of Longboat Key fronting the Gulf of Mexico at the line of mean high water. The Erosion Control Line lies in Sections Section 15, Township 35 South, Range 16 East, Manatee County, Florida. The location of the proposed Erosion Control Line is described as follows:
