- The Department is proposing amendments to Chapter 62B-33, F.A.C., Rules and Procedures for Coastal Construction and Excavation (Permits for Construction Seaward of the Coastal Construction Control Line and Fifty-Foot Setback), authorized by Sections 161.053 and 161.052, F.S., respectively. The proposed amendments will clarify and update existing rule language, delete obsolete definitions, revise the definition for “armoring”, “coastal system”, “construction debris”, “Department”, add definitions for “native vegetation”, “registered professional”, and “reissued permit”. The revisions provide additional exemptions from permitting for certain minor activities, delete obsolete references to the Florida Building Code, establish criteria for fill material, provide more specific criteria for siting of both major and minor structures (including those where armoring exists), establish criteria for rebuilt pipelines and ocean outfalls crossing the beach, clarify requirements for geotechnical data and other information required in the application process, delete the requirement to submit multiple copies of certain documents to the Department, simplify fee calculations, eliminate the permit fee for exemption determinations and permit transfers, reduce the permit fee for reissued permits, provide for electronic submission of applications and related documents, provide success criteria for site re-vegetation, eliminate a requirement for construction progress reports, and clarify the methodology used to establish the 30-year erosion projection line.

Project Description: CFX Concept, Feasibility & Mobility Studies - Poinciana Parkway Extension / I-4 Connector; Southport Connector Expressway; Northeast Connector Expressway & Osceola Parkway Extension
The Central Florida Expressway Authority (CFX) is conducting concept, feasibility and mobility studies for the above-referenced corridors. CFX is evaluating the four previously studied transportation corridors to determine if they are viable and fundable in accordance with CFX policies and procedures. The corridors are in Osceola County, with small portions in Orange and Polk counties.
The meeting will be held from 5:30 p.m. until 7:30 p.m. The Kickoff Public Meetings will be held in an open house format. Community members may come at any point within the advertised time to view the exhibits, to ask questions of study staff and to provide comments. A looping audio visual presentation providing an overview of the study corridors will be available for viewing throughout the meetings.
An Officials’ Briefing will be held from 4 p.m. – 5 p.m. on Sept. 19 at the Association of Poinciana Villages Community Center, 445 Marigold Avenue, Poinciana, FL 34759. Agency and study staff will provide a formal presentation on the study corridors, followed by a question and answer session. Officials also will be able to view the study exhibits and provide comments.
The overall goals of these study corridors are to: improve roadway connections from I-4/SR 429 to Florida’s Turnpike, to US 192 and SR 417; provide additional traffic capacity with the study area; enhance mobility of the area’s growing population and economy; reduce congestion and delays on local roads by providing a new limited-access transportation option; provide for the incorporation of transit options; and promote regional connectivity.
The work includes the evaluation and documentation of the physical, natural, social and cultural environments within the corridors and the potential impacts associated with the various mobility alternatives. Transportation demands for each corridor will be determined and a range of transportation mobility options and programs will be developed to adequately meet the future demands.
