14-97.001. Purpose

1This rule chapter sets forth an access control classification system and access management standards to implement the State Highway System Access Management Act of 1988. The implementation of the access control classification system and access management standards will protect the public health, safety and welfare, provide for the mobility of people and goods, and preserve the functional integrity of the State Highway System.
