53ER18-9. February Scratch-Off Games Retailer Book Activation Promotion (Replaced by 53ER18-29)

  • 1(1) Beginning Monday, February 26, 2018, through Tuesday, February 27, 2018, the Florida Lottery will conduct the February Scratch-Off Games Retailer Book Activation Promotion (“Promotion”) in which Florida Lottery retailers will have a chance to win $2,000.

    39(2) Florida Lottery retailers who activate at least one book of tickets of each of the four February Scratch-Off games (also known as instant games) set forth below by midnight (ET) on Tuesday, February 27, 2018, will receive one entry into one of eighteen drawings to be held on Friday, March 16, 2018. A retailer’s entry will be entered into the applicable drawing in their district as further described in subsection (3), below. A retailer may only earn one entry per retailer location. The four February Scratch-Off games are:

    128(a) TRIPLE PAYOUT Game Number 1376;

    134(b) $30,000 LUCKY WIN Game Number 1377;

    142(c) MONEY MACHINE Game Number 1378; and,

    149(d) FLORIDA 100X THE CASH Game Number 1379.

    157(3) Drawings and Prizes. The eighteen retailer drawings consist of two drawings per district (one corporate drawing and one independent drawing) in each of nine districts. Drawings will be conducted by the Florida Lottery using a certified random number generation process. The number of entries drawn and prizes awarded will be in accordance with the following table:

    308A retailer may only win one prize. Alternate entries will be drawn in each drawing. The number of alternate entries drawn will be twice the number of prizes to be awarded in that drawing. Alternate entries will be used as needed in the order in which they are drawn to award a prize in the event a retailer’s entry is disqualified. Retailers will be subject to disqualification if the Florida Lottery determines that:

    381(a) The retailer has requested that one or more of the qualifying books of tickets be deactivated;

    398(b) The retailer is not in good financial standing with the Florida Lottery at the time of prize payment, or

    418(c) The retailer is not in an “active” retailer status at the time of prize payment.

    434(4) Winning retailers will receive their promotional prize check within approximately thirty days of the 449drawing.

    450(5) If a retailer is unable to timely activate the required book(s) due to untimely delivery of inventory, the Florida Lottery, in its sole discretion, may allow a retailer to be entered into the applicable retailer drawing provided;

    488(a) The retailer submits a written request for inclusion in the drawing for receipt by the Florida Lottery by 5:00 p.m. (ET) on March 7, 2018; and,

    515(b) The retailer’s request demonstrates to the Florida Lottery’s satisfaction that failure of the retailer to timely activate the required book(s) was due to untimely delivery of inventory, through no fault of the retailer.

    549The Florida Lottery’s determination regarding the retailer’s request shall be final.

    560(6) A retailer whose Florida Lottery contract is terminated or inactivated prior to prize payment will not be paid the prize if the termination or inactivation was due to non-compliance with Florida Lottery laws, rules or terms of the retailer contract.

    601(7) A promotional prize is considered compensation to a retailer and will be reported to the Internal Revenue Service by the Florida Lottery.
