61D-11. Pari-Mutuel Facility Cardroom Operations |
1(1) The cardroom operator shall maintain a security plan in its security office that shall include:
17(a) A position description for each security officer or employee that includes the position’s duties, assignments, and responsibilities;
35(b) The minimum number of security officers or employees required for each shift;
48(c) Procedures for handling incidents requiring the assignment of a security officer or employee;
62(d) Procedures for providing a security escort for unlicensed persons requiring incidental access to secure areas within the cardroom, that shall require the following information to be recorded:
901. The date the escort was conducted;
972. The full name of the security officer or employee conducting the escort;
1103. The full name of the escorted person;
1184. The reason for the escort; and
1255. The area(s) to be escorted to and from.
134(e) Procedures for providing physical security for:
1411. Clearing the cardroom floor at the end of the gaming day; and
1542. Securing the count room after each count is completed.
164(f) Training requirements and procedures for employees and officers, that shall include:
1761. Use and location of alarm system devices; and
1852. Methods of response to 190each alarm or alert used for incidents of violent crime that shall include, but not be limited to, robbery, armed robbery, or an incident involving a hostage situation.
218(g) Key control procedures for:
2231. Addressing missing, lost, or stolen keys;
2302. Addressing broken locks;
2343. Issuing replacement keys; and
2394. Destroying keys and locks.
244(2) The security plan shall include procedures for annual testing of all security alarms or alerts required by rules regulating the cardroom operator.
267(3) For a permitholder that is licensed to conduct both cardroom and slot machine gaming, that maintains only one security plan to encompass all security measures for both gaming types, the plan shall meet all requirements of this rule in addition to those required by Rule 31361D-14.051, 314F.A.C.
