62-296.508. Petroleum Liquid Storage

  • 1(1) Applicability.

    3(a) The control technology set forth in Rule 1162-296.508, 12F.A.C., shall apply to all fixed roof storage vessels with capacities equal to or greater than 42,000 gallons (159,000 liters; nominal design 1,000 barrels (bbls.) containing petroleum liquids whose true vapor pressure is greater than 1.50 psia (10.3 kilopascals) but shall not be used if the petroleum liquid has a true vapor pressure of 11.0 psia (76 kilopascals) or greater under actual storage conditions.

    79(b) Rule 8162-296.508, 82F.A.C., shall not apply to volatile petroleum liquid storage vessels:

    921. Equipped with external floating roofs before the effective date of this rule; or,

    1062. Having capacities equal to or less than 420,000 gallons (1,590,000 liters; nominal design 10,000 bbls.) located at oil field production sites and used to store produced oil and condensate prior to lease custody transfer.

    145(2) Control Technology. Except as provided under paragraph 15362-296.508(1)(b), 154F.A.C., no owner or operator of an affected emissions unit under paragraph 16662-296.508(1)(a), 167F.A.C., shall permit the use of such emissions unit unless:

    177(a) The emissions unit has been retrofitted with an internal floating roof equipped with a closure seal, or seals, to close the space between the roof edge and tank wall, or the emissions unit has been retrofitted with an equally effective alternative control; and,

    221(b) The emissions unit is maintained such that there are no visible holes, tears, or other openings in the seal or any seal fabric or materials; and,

    248(c) All openings, except stub drains are equipped with covers, lids, or seals such that:

    2631. The cover, lid, or seal is in the closed position at all times except on demand for sampling, maintenance, repair, or necessary operational practices; and,

    2892. Automatic bleeder vents are closed at all times except when the roof is floated off or landed on the roof leg supports; and,

    3133. Rim vents, if provided, are set to open when the roof is being floated off the roof leg supports or at the manufacturer’s recommended setting.

    339(3) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.

    361(a) Internal Floating Roof and Roof Seals. The test method for volatile organic compounds shall be p. 6-2 of EPA 450/2-77-036, incorporated and adopted by reference in Chapter 62-297, F.A.C.

    391(b) Add-on Control Device.

    3951. Destructive. The test method for volatile organic compounds shall be EPA Method 25, 409as described at 41240 C.F.R. Part 60, 416Appendix A-7, adopted and incorporated by reference at Rule 42562-204.800, 426F.A.C., 427or Attachment 3 of EPA 450/ 2-78-041, 434Alternate Test Method for Direct Measurement of Total Gaseous Organic Compounds Using a Flame Ionization Analyzer, adopted and 452incorporated by reference in Chapter 62-297, F.A.C.

    4592. Non-destructive. The test method for volatile organic compounds shall be VOC Capture Efficiency Test Procedures 475as described at Rule 47962-297.450, 480F.A.C. The sampling time for each capture efficiency test run shall be at least 8 hours, unless otherwise approved by the Department pursuant to Rule 50562-297.620, 506F.A.C.

    507(c) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
