62-296. Stationary Sources - Emission Standards |
1(1) Applicability.
3(a) The control technology and provisions set forth in subsection 1362-296.516(2), 14F.A.C., shall apply to all petroleum liquid storage vessels equipped with external floating roofs, having capacities equal to or greater than 42,000 gallons (159,000 liters, nominal design 1,000 barrels);
46(b) Subsection 4862-296.516(2), 49F.A.C., shall not apply to petroleum liquid storage vessels which:
591. Are used to store waxy, heavy pour crude oil; or,
702. Have capacities equal to or less than 420,000 gallons (1,590,000 liters, nominal 10,000 barrels) and are used to store crude oil and condensate prior to lease custody transfer; or,
1043. Contain a petroleum liquid with a true vapor pressure of less than 1.5 psia (12010.15 121kPa); or,
1234. Contain a petroleum liquid with a true vapor pressure of less than 4.0 psia (27.6 kPa) if such vessel is of welded construction and presently possesses a metallic-type shoe seal, a liquid-mounted foam seal, a liquid-mounted liquid-filled type of seal, or other closure device of demonstrated equivalence approved by the Department; or,
1765. Are of welded construction, equipped with a metallic-type shoe primary seal and with a secondary seal from the top of the shoe seal to the tank wall (shoe-mounted secondary seal).
207(2) Control Technology.
210(a) No owner or operator of a petroleum liquid storage vessel subject to Rule 22462-296.516, 225F.A.C., shall store a petroleum liquid in that vessel unless:
2351. The vessel has been fitted with a continuous secondary seal extending from the floating roof to the tank wall (rim-mounted secondary seal); or another closure or device, approved by the Department, which is equally effective in controlling emissions; and,
2752. All seal closure devices meet the following requirements:
284a. The seal(s) are intact and uniformly in place around the circumference of the floating roof between the floating roof and the tank wall; and,
309b. There are no visible holes, tears, or other openings in the seal(s) or seal fabric; and,
326c. For vapor mounted (primary) seals, the accumulated area of gaps exceeding 1/8 inch (0.32 cm) in width between the secondary seal and the tank wall shall not exceed 1.0 square inch per foot of tank diameter (21.2 square centimeters per meter of tank diameter); and,
3723. All openings in the external floating roof, except for automatic bleeder vents, rim space vents, and leg sleeves, are:
392a. Equipped with covers, seals, or lids in the closed position except when the openings are in actual use; and,
412b. Equipped with projections in the tank which remain below the liquid surface at all times; and,
4294. Automatic bleeder vents are closed at all times except when the roof is floating off or landed on the roof leg supports; and,
4535. Rim vents are set to open when the roof is being floated off the leg supports or at the manufacturer’s recommended setting; and,
4776. Emergency roof drains are provided with slotted membrane fabric covers or equivalent covers which cover at least 90 percent of the area of the opening.
503(3) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.
525(a) The test method for volatile organic compounds shall be EPA Method 21, 538as described at 54140 C.F.R. Part 60, 545Appendix A-7, adopted and incorporated by reference at Rule 55462-204.800, 555F.A.C.; 556and 557as described in section 5.2 on 563p. 5-3 of EPA 450/2-78-047, adopted and incorporated by reference in Chapter 62-297, F.A.C.
577(b) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
