62-610.419. Application/Distribution Systems and Cross-Connection Control

  • 1(1) New reclaimed water application/distribution systems (and replacements of existing systems) shall be designed such that:

    17(a) Drawdown of holding ponds shall be accomplished as soon as is appropriate. For this purpose, a minimum hydraulic capacity of 1.5 times the maximum daily flow (at which adequate treatment can be provided) of the treatment plant is required; the actual hydraulic criterion selected shall be justified in the engineering report on the basis of holding pond storage capacity, assimilative capacity of the soil-plant system, and similar considerations;

    86(b) The system design facilitates maintenance and harvesting of the irrigated areas and precludes damage from the use of maintenance equipment or harvesting machinery;

    110(c) The system is designed to prevent clogging with algae;

    120(d) Exposed pipes are labeled;

    125(e) Spray equipment is designed and located to minimize aerosol carry-over from the application area (e.g., low pressure sprays) to areas beyond the setback distances described in subsection 15362-610.421(2), 154F.A.C.; and,

    156(f) There are no above ground hose bibbs (spigots or other hand-operated connections).

    169(2) Subsurface application systems may be used if the reclaimed water is made available to the plant root zone and the hydraulic loading rates and cycles comply with Rule 19862-610.423, 199F.A.C.

    200(3) No cross-connections to potable water systems shall be allowed. 210For systems permitted under subsection 21562-610.418(2), 216F.A.C., the permittee shall develop and obtain Department acceptance for a cross-connection control and inspection program as discussed in Rules 23662-610.469 237and 23862-555.360, 239F.A.C.

    240(4) For all systems, there shall be readily identifiable “non-potable” notices, marking, or coding on application/distribution facilities and appurtenance.
