64E-5.650. Training for Imaging and Localization Studies for Which a Written Directive Is Not Required

  • 1Except as provided in Rule 664E-5.657, 7F.A.C., the licensee shall require the authorized user specified in subsection 1864E-5.627(1), 19F.A.C., to:

    21(1) 22Be certified by a medical specialty board whose certification process has been recognized by the NRC or an agreement state and who meets the requirements in paragraph 4964E-5.650(3)(b), 50F.A.C., of this section. (The names of board certifications which have been recognized by the NRC or an agreement state will be posted on the NRC’s Web page at 79http://www.nrc.gov/ 80materials/miau/med-use-toolkit/spec-board-cert.html.) To have its certification process recognized, a specialty board shall require all candidates for certification to:

    97(a) Complete 700 hours of training and experience in basic radionuclide handling techniques and radiation safety applicable to the medical use of unsealed radioactive material for imaging and localization studies that includes the topics listed in subparagraphs 13464E-5.650(3)(a)1. 135and 13664E-5.650(3)(a)2., 137F.A.C., of this section; and

    142(b) Pass an examination, administered by diplomates of the specialty board, which assesses knowledge and competence in radiation safety, radionuclide handling, and quality control; or

    167(2) 168Be an authorized user under Rule 17464E-5.660, 175F.A.C., and meet the requirements in sub-subparagraph 18264E-5.650(3)(a)2.g., 183F.A.C., NRC or equivalent Agreement State requirements; or paragraph 19264E-5.650(3)(a), 193F.A.C.; or

    195(3)(a) Have completed 700 hours of training and experience, including a minimum of 80 hours of classroom and laboratory training, in basic radionuclide handling techniques applicable to the medical use of unsealed radioactive material for imaging and localization studies. The training and experience must include, at a minimum the following:

    2451. Classroom and laboratory training in the following areas:

    254a. Radiation physics and instrumentation;

    259b. Radiation protection;

    262c. Mathematics pertaining to the use and measurement of radioactivity;

    272d. Chemistry of radioactive material for medical use;

    280e. Radiation biology; and

    2842. Work experience, under the supervision of an authorized user who meets the requirements in Rule 30064E-5.657, 30164E-5.650 30264E-5.660, 303and sub-subparagraph 30564E-5.650(3)(a)2.g., 306F.A.C., NRC or equivalent Agreement State requirements, involving the following:

    316a. Ordering, receiving, and unpacking radioactive materials safely and performing the related radiation surveys;

    330b. Performing quality control procedures on instruments used to determine the activity of dosages and performing checks for proper operation of survey meters;

    353c. Calculating, measuring, and safely preparing patient or human research subject dosages;

    365d. Using administrative controls to prevent a medical event involving the use of unsealed radioactive material;

    381e. Using procedures to safely contain spilled radioactive material and using proper decontamination procedures;

    395f. Administering dosages of radioactive drugs to patients or human research subjects; and

    408g. Eluting generator systems appropriate for preparation of radioactive drugs for imaging and localization studies, measuring and testing the eluate for radionuclide purity, and processing the eluate with reagent kits to prepare labeled radioactive drugs; and

    444(b) Have obtained written attestation, signed by a preceptor authorized user or a residency program director who represents a consensus of residency program faculties (as long as at least one member of the residency program faculty is an authorized individual in the same category designated by the applicant seeking authorized status) who meets the requirements in Rules 50164E-5.657, 50264E-5.650, 50364E-5.660, 504and sub-subparagraph 50664E-5.650(3)(a)2.g., 507F.A.C., NRC or equivalent Agreement State requirements, that the individual has satisfactorily completed the requirements in paragraph 52464E-5.650(1)(a) 525or 52664E-5.650(3)(a), 527F.A.C., of this section and has demonstrated the ability to function independently as an authorized user to fulfill the radiation safety related duties for medical uses authorized under subsections 55664E-5.626(1) 557and 55864E-5.627(1), 559F.A.C.
