68B-14.0046. Commercial Individual Fishing Quotas (IFQs)

  • 1(1) For a person aboard a vessel, for which a commercial vessel permit for Gulf reef fish has been issued or is required to fish for, possess, or land 30red snapper, 32red grouper, gag grouper, black grouper, scamp, yellowfin grouper, yellowmouth grouper, yellowedge grouper, snowy grouper, goldface tilefish, blueline tilefish, and golden tilefish 54regardless where harvested or possessed, 59the following requirements, as defined in 6550 C.F.R. §622.21 68and 6950 C.F.R. §622.22 72for the Gulf Individual Fishing Quota (IFQ) programs shall apply:

    82(a) Red Snapper

    851. Gulf IFQ vessel account requirements consistent with the Federal Standard established in 9850 C.F.R. §622.21(b)(1) 101(as of January 1, 2019).

    1062. Requirement to possess IFQ Dealer Endorsement and active IFQ account consistent with the Federal Standard established in 12450 C.F.R. §622.21(b)(2) 127(as of January 1, 2019).

    1323. Red snapper may only be sold to dealer in possession of IFQ Endorsement consistent with the Federal Standard established in 15350 C.F.R. §622.21(b)(3)(i) 156(as of January 1, 2019).

    1614. Dealer must complete landing transaction within 96 hours from time of landing reported consistent with the Federal Standard established in 18250 C.F.R. §622.21(b)(3)(iii) 185(as of January 1, 2019).

    1905. Fisherman must validate transaction report consistent with the Federal Standard established in 20350 C.F.R. §622.21(b)(3)(iii) 206(as of January 1, 2019).

    2116. Owner or operator must provide proper landing notification consistent with the Federal Standard established in 22750 C.F.R. §622.21(b)(5)(i)(A) 230(as of January 1, 2019).

    2357. Fishermen must land with sufficient allocation consistent with the Federal Standard established in 24950 C.F.R. §622.21(b)(5)(i)(A) 252(as of January 1, 2019).

    2578. Landing prior to notification time is prohibited unless consistent with the Federal Standard established in 27350 C.F.R. §622.21(b)(5)(i)(C) 276(as of January 1, 2019).

    2819. Changes to landing notification must be submitted consistent with Federal Standard established in 29550 C.F.R. §622.21(b)(5)(i)(D) 298(as of January 1, 2019).

    30310. Offloading of IFQ red snapper must occur only between 6 a.m. and 6 p.m., local time consistent with the Federal Standard established in 32750 C.F.R. §622.21(b)(5)(ii) 330(as of January 1, 2019).

    33511. Transfer of IFQ red snapper dockside or at sea from one vessel to another is prohibited consistent with Federal Standard established in 35850 C.F.R. §622.21(b)(5)(iii) 361(as of January 1, 2019).

    36612. Transaction approval codes required for transport of IFQ red snapper from landing site to dealer consistent with the Federal Standard established in 38950 C.F.R. §622.21(b)(5)(iv) 392(as of January 1, 2019).

    39713. Acceptance by dealer of IFQ red snapper without transaction code after transport is prohibited consistent with the Federal Standard established in 41950 C.F.R. §622.21(b)(5)(iv) 422(as of January 1, 2019).

    42714. Landing of IFQ red snapper only at approved landing locations consistent with the Federal Standard established in 44550 C.F.R. §622.21(b)(5)(v) 448(as of January 1, 2019).

    453(b) Groupers and tilefishes (red grouper, gag grouper, black grouper, scamp, yellowfin grouper, yellowmouth grouper, yellowedge grouper, snowy grouper, goldface tilefish, blueline tilefish, and golden tilefish).

    4791. Gulf IFQ vessel account requirements consistent with the Federal Standard established in 49250 C.F.R. §622.22(b)(1) 495(as of January 1, 2019).

    5002. Requirement to possess IFQ Dealer Endorsement and active IFQ account consistent with the Federal Standard established in 51850 C.F.R. §622.22(b)(2) 521(as of January 1, 2019).

    5263. Groupers and tilefishes may only be sold to dealer in possession of IFQ Endorsement consistent with the Federal Standard established in 54850 C.F.R. §622.22(b)(3)(i) 551(as of January 1, 2019).

    5564. Dealer must complete landing transaction within 96 hours from time of landing reported consistent with the Federal Standard established in 57750 C.F.R. §622.22(b)(3)(iii) 580(as of January 1, 2019).

    5855. Fisherman must validate transaction report consistent with the Federal Standard established in 59850 C.F.R. §622.22(b)(3)(iii) 601(as of January 1, 2019).

    6066. Owner or operator must provide proper landing notification consistent with the Federal Standard established in 62250 C.F.R. §622.22(b)(5)(i)(A) 625(as of January 1, 2019).

    6307. Fishermen must land with sufficient allocation consistent with the Federal Standard established in 64450 C.F.R. §622.22(b)(5)(i)(A) 647(as of January 1, 2019).

    6528. Landing prior to notification time is prohibited unless consistent with the Federal Standard established in 66850 C.F.R. §622.22(b)(5)(i)(C) 671(as of January 1, 2019).

    6769. Changes to landing notification must be submitted consistent with Federal Standard established in 69050 C.F.R. §622.22(b)(5)(i)(D) 693(as of January 1, 2019).

    69810. Offloading of IFQ groupers and tilefishes must only occur between 6 a.m. and 6 p.m., local time consistent with the Federal Standard established in 72350 C.F.R. §622.22(b)(5)(ii) 726(as of January 1, 2019).

    73111. Transfer of IFQ groupers and tilefishes dockside or at sea from one vessel to another is prohibited consistent with Federal Standard established in 75550 C.F.R. §622.22(b)(5)(iii) 758(as of January 1, 2019).

    76312. Transaction approval codes required for transport of IFQ groupers and tilefishes from landing site to dealer consistent with the Federal Standard established in 78750 C.F.R. §622.22(b)(5)(iv) 790(as of January 1, 2019).

    79513. Acceptance by dealer of IFQ groupers and tilefishes without transaction code after transport is prohibited consistent with the Federal Standard established in 81850 C.F.R. §622.22(b)(5)(iv) 821(as of January 1, 2019).

    82614. Landing of IFQ groupers and tilefishes only at approved landing locations consistent with the Federal Standard established in 84550 C.F.R. §622.22(b)(5)(v) 848(as of January 1, 2019).
