1(1) PURPOSE. The purpose of an Aquaculture Broodstock Collection SAL is to allow for the harvest and possession of marine organisms, with the exception of the harvest of snook, as broodstock for aquaculture research or commercial aquaculture.
38(2) ELIGIBILITY. An Aquaculture Broodstock Collection SAL may be issued only to the following:
52(a) An applicant eligible to receive a Scientific Research SAL pursuant to subsection 6568B-8.006(2), 66F.A.C.
67(b) An owner, director, or manager of a certified aquaculture facility 78that holds a valid aquaculture certificate of registration issued pursuant to Section 90597.004, F.S., 92and Chapter 5L-3, F.A.C.
96(3) FEES AND APPLICATION.
100(a) The processing fee for an Aquaculture Broodstock Collection SAL is $25.00. A processing fee is non-refundable.
117(b) An applicant for an Aquaculture Broodstock Collection SAL must complete and submit an Aquaculture Broodstock Collection SAL application provided by the Commission (Form DMF-ABCSAL (9/09)).
143(4) EVALUATION CRITERIA. In addition to the evaluation criteria set forth in subsection 15668B-8.004(2), 157F.A.C., an application for an Aquaculture Broodstock Collection SAL will be evaluated based on the following criteria:
174(a) The species, number, and sex of broodstock marine organisms requested for harvest.
187(b) The area of broodstock harvest.
193(c) Proposed harvesting gears and methods.
199(d) Anticipated time period of harvest.
205(e) Proposed spawning strategy.
209(f) Broodstock disposition plan.
213(g) Information indicating the training and experience of the applicant to successfully engage in aquaculture activities.
229(h) Valid DOACS aquaculture certificate of registration.
236(i) The economic impact and cost effectiveness of the proposed artificial cultivation of the target species.
252(j) The biological and ecological impact of the proposed aquaculture operation.
263(5) REPORTING REQUIREMENTS. A SAL holder must submit an activity report detailing all SAL-related harvest or sampling activities that resulted in the permanent retention of marine organisms. The activity report is a report other than any publications or technical, monitoring, or final reports. The activity report must include common and scientific names of the marine organisms harvested 320(both targeted and incidental), 324numbers and sizes harvested, locations of harvest by county, and 334disposition of all marine organisms harvested. The activity report for a Aquaculture Broodstock Collection SAL involving prohibited species must also include the specific harvesting gear used. If mortality of a prohibited species occurred during harvest or subsequent possession, the report must indicate the cause of death if known382. If SAL-related activities did not result in the permanent retention or mortality of any marine organism, the SAL holder must submit a statement to that effect.
