69A-51. Boiler Safety |
1(1) Repairs to all boilers and appurtenances thereof that come under this rule chapter must conform to the National Board Inspection Code, which is incorporated by reference in Rule 3069A-51.010, 31F.A.C. Where a repair affecting the safety of the boiler is necessary, the owner and/or user shall call an authorized inspector for consultation and advice as to the best method of making the repair, and the completed work is subject to the authorized inspector’s approval.
76(2) No company may undertake a repair to a boiler unless the contemplated repairs have first been approved by an authorized inspector.
98(3) Should a repair outside the scope of this rule chapter be deemed feasible by an authorized inspector, such a repair may be undertaken only with the full knowledge and consent of the chief boiler inspector the Boiler Safety Program.
138(4) This rule applies to repairs or alterations to boilers which come under this rule chapter. The repairs made in accordance with this rule chapter shall result in a boiler that is as safe to operate as when it was new.
179(5) Upon completion of repairs of an unsafe condition, the authorized inspection agency responsible for the issuance of the withheld certificate of operation shall submit a reinspection report to the chief boiler inspector. The reinspection report shall include pertinent data pertaining to the required repairs including a copy of the National Board 231of Boiler and Pressure Vessel Inspectors’ 237Form R-1, 239Report of Repair (Rev. 01/28/19), 244if applicable, 246which is hereby incorporated by reference and is available at the following link: 259http://www.flrules.org/Gateway/reference.asp?No=Ref-13310; 261or from the National Board’s website at: 268https://www.nationalboard.org/SiteDocuments/Online%20Ordering/R-1Form_NB-66.pdf269.
270(6) Lap seam crack. The shell or drum of a boiler in which a lap seam crack is discovered along a longitudinal riveted joint must be immediately removed from service. If the boiler is not more than 15 years old, a complete new course of the original thickness may be installed at the discretion of the authorized inspector (with the approval of the chief boiler inspector). Patching is prohibited.
339(7) Hydrostatic pressure test.
343(a) A hydrostatic pressure test, when applied to boilers of riveted or welded construction, must not exceed one and one-half (1 1/2) times the maximum allowable working pressure. Hydrostatic pressure applied to glass lined vessels must not exceed the maximum allowable working pressure. During the hydrostatic pressure test, the safety valve or valves must be removed or each valve disk must be held down by means of a testing clamp and not by applying additional load to the spring with the compression screw. The minimum temperature of the water used to apply a hydrostatic test must be not less than 60º F., and the maximum temperature must not exceed 120º F.
454(b) When a hydrostatic test is to be applied to existing installations, the pressure must be as follows:
4721. For all cases involving the question of tightness, the pressure must be equal to the release or set pressure of the safety valve or valves having the lowest release setting.
5032. For all cases involving the question of safety, the pressure must be equal to one and one-half (1 1/2) times, the maximum allowable working pressure.
529(8) Riveted patches. In applying riveted patches, the design of the patch and the method of installation must be in accordance with the rules for riveted patches as required by the National Board Inspection Code, which is incorporated by reference in Rule 57169A-51.010, 572F.A.C.
573(9) Repairs by fusion welding.
578When repairs are to be made involving the use of welding, permission to proceed with the work must be obtained from an authorized inspector. All repairs by welding must be completed in accordance with the rules for repairs for fusion welding to boilers and pressure vessels in the National Board Inspection Code, which is incorporated by reference in Rule 63769A-51.010, 638F.A.C.
639(10) Repair organization. 642All repairs must be made by an authorized repair organization as defined in Rule 65669A-51.005, 657F.A.C.
658(11) Inspection and hydrostatic test.
663Repairs by welding may not be made without the approval of an authorized inspector who shall, if he or she considers it necessary, make an inspection of the boiler to be repaired before granting approval of the contemplated repairs. If in the opinion of the authorized inspector a hydrostatic test is necessary, such a test must be applied after the repairs have been completed.
