  • 1(1) Purpose. 3The 4purpose 5of 6this 7rule 8is 9to 10establish 11the 12criteria 13and 14application 15process 16for 17Florida’s 18Purple 19Star School 21of 22Distinction 23Designation, which 25is 26awarded 27to 28schools 29that 30demonstrate 31a 32commitment 33to 34or 35provide 36critical transition 38supports 39for 40military-connected 41families, 42as 43provided 44in 45Section 461003.051, 47F.S., and Florida’s Purple Star School District Designation, which is awarded to school districts that demonstrate a commitment to or provide critical coordination of services for military students and their families, as provided in Section 1003.052, F.S.

    84(2) Definitions.

    86(a) “Military 88Student” 89means 90a 91student 92as 93defined 94in 95Section 961003.051(1), 97F.S.

    98(b) “Purple 100Star 101School 102of 103Distinction” 104means 105a 106school 107approved 108by 109the 110Department 111that 112meets 113the 114criteria established 116in 117Section 1181003.051, 119F.S., 120and 121this 122rule.

    123(c) “School” 125means 126a 127public 128school, 129as 130defined 131in 132Section 1331003.01(2), 134F.S., 135a 136charter 137school, 138as 139defined 140in Section 1421002.33, 143F.S., 144or 145a 146private 147school 148participating in 150a 151state 152scholarship 153program 154under 155Chapter 1561002, 157F.S.

    158(d) “Purple Star School District” means a district approved by the Department that meets the criteria established in Section 1003.052, F.S., and this rule.

    182(3) Schools 184must 185meet 186the following 188criteria 189in 190order 191to 192earn 193the 194designation 195as 196a 197Purple 198Star 199School 200of Distinction:

    202(a) Military 204Point 205of 206Contact 207(MPOC). 208Each 209school 210must 211designate 212a 213school 214counselor, 215teacher, 216principal, 217or assistant 219principal 220as 221the 222MPOC. 223MPOCs 224are 225responsible 226for serving 228as 229the 230central 231point 232of 233contact 234for 235military families 237to 238assist 239with 240student 241enrollment, 242records 243transfer, 244accessing 245services 246for 247students 248with 249disabilities, 250and accessing 252school- 253and 254community-based 255resources 256that 257are 258available 259for 260military 261students 262and 263their 264families.

    265(b) Webpage. 267Each 268school must 270establish 271and 272maintain 273a 274separate 275page 276on 277its 278website 279that 280is 281linked 282on 283the school’s 285homepage 286and 287includes, 288at 289a 290minimum, 291the 292following 293information 294for 295military 296students 297and 298families:

    2991. Transition 301planning 302for 303military 304families;

    3052. Academic 307planning 308for 309military 310families;

    3113. Resources 313and 314educational 315opportunities 316for 317military 318students;

    3194. Information 321on 322the 323school’s 324student-led 325transition 326program;

    3275. Information 329on 330exceptional 331student 332education 333services;

    3346. Information 336on 337upcoming 338military 339recognition 340events;

    3417. Information 343on 344mental 345health 346challenges 347facing 348military 349students, 350including 351ways 352to 353access 354school-based mental 356health 357services; and

    3598. Contact information for MPOC.

    364(c) Transition 366Program. 367Each 368school 369must 370establish 371a 372student-led 373transition 374program 375that 376assists 377military students 379in 380transitioning 381into 382the 383school. 384The 385transition 386program 387must 388include:

    3891. At 391least 392one student 394designated 395to 396serve 397as 398student 399transition 400team 401coordinator;

    4022. A 404military 405peer-support 406system 407that 408links 409incoming 410military 411students 412with 413other military 415students 416at 417the 418school within 420the 421first 422two 423weeks 424of 425enrollment; and

    4273. A 429process 430for 431familiarizing 432new 433students 434with 435the 436school, such 438as 439introducing 440military 441students 442to 443student leaders 445or 446ambassadors, 447informing 448military 449students 450about 451newcomer 452social 453events, 454and 455providing 456guided 457tours of 459the 460campus.

    461(d) Professional 463Development. 464Each 465school 466must 467offer 468annual 469professional 470development 471concerning 472how 473to identify 475and 476respond 477to 478the 479unique 480needs 481of 482military 483students 484and 485their 486families. 487Schools 488may 489partner with 491school districts 493to 494procure 495or 496provide 497professional 498development 499through 500virtual 501or 502face-to-face 503courses.

    504(e) Each 506school 507must 508reserve 509at least 511five (5135) percent 515of 516controlled 517open 518enrollment 519seats, as 521defined in 523Section 5241002.31, F.S., 526for 527military 528students.

    529(f) Each 531school 532must 533complete 534at 535least 536three 537of 538the 539following 540activities 541to 542support 543military 544families:

    5451. The school hosts at least one of the following annual military recognition events: Month of the Military 563Child, 564Month 565of 566the 567Military 568Family, 569Purple-Up! 570For 571Military 572Kids, 573Veteran’s 574Day, 575Memorial 576Day;

    5772. The 579district 580school 581board 582where 583the 584school 585is 586located, 587or 588governing 589board 590in 591the 592case 593of 594a 595charter 596or 597private school, 599issues 600a 601resolution 602publicizing 603support 604for 605military 606students 607and 608families;

    6093. The 611school 612partners 613with 614one or 616more 617military 618school 619liaison 620officer(s) 621to 622provide 623opportunities 624for 625active- duty 627parents 628to 629volunteer 630at 631the 632school;

    6334. The 635school 636maintains 637a 638public 639display 640recognizing 641service 642members, 643veterans, 644or 645military 646students 647and families;

    6495. The 651school 652participates 653in 654a 655service 656project 657that 658connects 659the 660school with 662the military 664community, 665such 666as adopt-a-school, 668sending 669letters 670or 671care 672packages 673to 674deployed 675troops, 676or 677Yellow 678Ribbon 679events; 680and

    6816. The 683school 684offers 685the 686Junior 687Reserve 688Officers’ 689Training 690Corps 691(JROTC) 692program.

    693(4) Districts must meet the following criteria in order to earn the designation as a Purple Star School District:

    712(a) Council. Each district must establish a council that ensures the alignment of military student-focused policies and procedures within the district. The council must include:

    7371. A representative from each Purple Star School of Distinction within the district; and

    7512. A district-level representative.

    755(b) Webpage. Each district must establish and maintain a separate page on its website that is linked on the district’s homepage and includes, at a minimum, the following:

    7831. A link to each Purple Star School of Distinction’s webpage that meets the requirements under (3)(b)1.-8. of this rule;

    8032. Contact information for the district’s council representatives; and

    8123. Additional resources for military students and their families specific to their district.

    825(c) Each district must have a minimum of seventy-five (75) percent of the schools in their district maintain the Purple Star School of Distinction Designation.

    850(5) Application 852and 853renewal.

    854(a) Schools 856that 857meets 858the 859criteria 860for 861the 862Florida 863Purple 864Star 865School 866of Distinction 868Designation 869must 870report 871the 872information 873listed 874in 875subsection 876(3) 877of 878this 879rule 880to 881the 882Department 883of Education 885by 886completing 887the 888Purple 889Star 890School 891of 892Distinction 893Application 894form, 895PSDA-1, 896(897http://www.flrules.org/Gateway/reference.asp?No=Ref-15721899) 900(effective August 2023) 903by 904September 90530 906of 907each 908school year. 910This 911form 912is 913incorporated 914by 915reference 916and 917may 918be 919obtained 920at https://www.fldoe.org/schools/family-community/activities-programs/parental-involvement/purple-star.stml.

    922(b) Schools 924must 925maintain 926records 927demonstrating 928compliance with 930the 931required 932items 933in 934subsection 935(3) 936of 937this 938rule and 940must 941provide 942those 943records 944to 945the 946Department 947of 948Education 949staff 950upon 951request.

    952(c) Once 954awarded, 955schools 956will 957maintain 958their 959designation 960as 961a 962Purple 963Star 964School 965of 966Distinction 967for 968three (3) school 971years. 972After 973three 974years, 975schools 976must 977reapply 978to maintain 980the 981Florida 982Purple 983Star 984School 985of 986Distinction Designation.

    988(d) Districts that meet the criteria for the Florida Purple Star School District Designation must report the information listed in subsection (4) of this rule to the Department of Education by completing the Purple Star School District Application form, PSDA-2, (1029http://www.flrules.org/Gateway/reference.asp?No=Ref-168301031) (effective August 2024) by September 30 of each school year. This form is incorporated by reference and may be obtained at https://www.fldoe.org/schools/family-community/activities-programs/parental-involvement/purple-star.stml.

    1054(e) Districts must maintain records demonstrating compliance with the required items in subsection (4) of this rule and provide those records to the Department of Education staff upon request.

    1083(f) Once awarded, districts will maintain their designation as a Purple Star School District for three (3) school years. After three years, districts must reapply to maintain the Florida Purple Star School District Designation.
