6A-24. State Apprenticeship Council |
1(1) As used in this rule:
7(a) “Chairman” means the Commissioner of Education or the Commissioner’s designee.
18(b) “Department” means the Florida Department of Education.
26(c) “Registration Officer” means the Designee, properly authorized to act on behalf of the Department in matters of registering program standards, apprenticeship agreements and the general supervision of apprenticeship programs which are registered with the Department.
62(2) The Council shall perform the following functions with regard to matters related to apprenticeship, preapprenticeship and on-the-job training programs:
82(a) 83Advise the Department on matters relating to apprenticeship, preapprenticeship and on-the-job training programs.
96(b) Establish effective dialog with the apprenticeship community for the betterment of apprenticeship.
109(c) The Council shall have those duties and responsibilities as provided in Chapter 446, F.S., delineated herein.
126(3) The Chairman shall serve with no vote on Council issues. In the event the Chairman is absent from a Council meeting, the Chairman’s designee will chair the meeting in his or her place. The Chairman shall have the responsibility to:
167(a) Convene meetings;
170(b) Call special meetings;
174(c) Appoint committees and subcommittees;
179(d) Receive, select and finalize all agenda items;
187(e) Disseminate agendas and minutes of all meetings;
195(f) Approve all expenditures made by the Council; and,
204(g) Designate the Registration Officer as the Council Executive Secretary.
214(4) The Chairman or his or her designee shall contact any member of the Council who is not present at one (1) regular Council meeting to notify the member that he or she may be removed if the member does not attend regularly. When necessary, the Chairman shall provide written notification to the Governor’s Office seeking removal of the member.
274(5) The Executive Secretary is not a member of the Council and does not have a vote on Council issues. The Executive Secretary has the responsibility to perform the following tasks:
305(a) Maintain the records and minutes of each meeting and make them available to any interested person;
322(b) Participate in Council discussions; and
328(c) Provide updates on general activities of apprenticeship, preapprenticeship and on-the-job training.
