9B-24. Weatherization Assistance Program |
1(1) All material expenditures, including incidental repair costs, must be accounted for on a job-by-job basis. The statewide average expenditure for the materials ratio to labor and program support, must be at least 40 percent as specified in 3910 CFR Part 440.
43(2) The statewide average expenditure per dwelling unit shall not exceed the amount specified in 5810 CFR Part 440. 62Dwelling unit costs that are considered in the averaging concept include materials, program support and labor.
78(3) Pursuant to 8110 CFR Part 440, 85all WAP funds shall be used for the purchase of weatherization materials and related activities as described in this section. Allowable expenditures under this part include:
111(a) The cost of purchase and delivery of weatherization materials and any permit required by local or state authorities;
130(b) The amount per dwelling unit for the cost of program support and labor consisting of:
1461. Transportation of weatherization materials, tools, equipment, and work crews to a storage site and to the site of weatherization work;
1672. Maintenance, operation, and insurance of vehicles used to transport weatherization materials and crews;
1813. Maintenance of tools and equipment;
1874. Purchase or annual lease of tools, equipment, and vehicles, as stated in the contractual agreement except that any purchase of weatherization vehicles shall be referred to DCA and DOE for prior written approval in every instance;
2245. Employment of on-site supervisory personnel;
2306. Labor and Contractor costs, in accordance with 23810 CFR Part 440 242and Rule 9B-24.009, F.A.C.
2467. Worker’s Compensation coverage; and
2518. Storage of weatherization materials, tools and equipment.
259(c) The cost of liability insurance for weatherization projects for personal injury and for property damage.
275(d) Allowable administrative expenses as set forth in 28310 CFR Part 440.
287(e) The cost of carrying out low-cost/no-cost weatherization activities in accordance with 29910 CFR Part 440 303and Rule 9B-24.010, F.A.C.
307(4) No funds allocated by the Department’s WAP shall be used to weatherize a dwelling unit which is designated for acquisition or clearance by a federal, state, or local program within 12 months from the date weatherization of the dwelling unit would be scheduled to be completed.
