9B-57. Low Income Emergency Home Repair Program |
1(1) The following activities may be paid for with grant funds or the value of such activities may be accepted as match for the grant:
26(a) Identifying low-income residents with both the need and desire for emergency home repair assistance, evaluating the needs of each residence and determining the appropriate measures to be used to address those needs, and completing work write-ups describing in detail the needed improvements on each dwelling, and negotiating contracts for work to be done under the program;
83(b) Leveraging the funds with matching resources by establishing long term community partnerships;
96(c) Supervising, monitoring and ensuring the quality of all work by contractors, staff, service providers, and volunteers;
113(d) Providing the department with documentation and reports as required by the contract as well as other information related to this project as may be specified by the department;
142(e) Coordinating projects funded under this grant with other housing assistance agencies and service providers;
157(f) Attending department sponsored or approved workshops, meetings, or training sessions;
168(g) Purchasing instructional and education materials developed or purchased to train volunteers or staff in this program;
185(h) Purchasing building permits, tools, equipment, materials and labor up to the amount specified in the grantee’s approved budget, and
205(i) Other program-related expenses as specified in the grantee’s contract.
215(2) Neither grant nor match funds may be used for any construction-related materials or labor outside of those directly related to allowable repairs on eligible housing units.
242(3) The formula for determining the number of houses to be contracted will be determined by the department on an average cost per unit basis, and will be included in the F.A.W. Notice of Funding Availability.
278(4) The department shall establish a maximum per unit expenditure, and will include this information in the F.A.W. notice.
297(5) Grantee’s administrative expenses may not exceed 10 percent (10%) of the total grant funds.
