62-296.515. Graphic Arts Systems

  • 1(1) Applicability. The control technology and provisions set forth in subsection 1262-296.515(2), 13F.A.C., shall apply to all packaging rotogravure, publication rotogravure, or flexographic printing operations whose prior to control potential to emit volatile organic compounds is equal to or more than 100 tons per year (90 megagrams per year).

    50(2) Control Technology.

    53(a) No owner or operator of a packaging rotogravure, publication rotogravure, or flexographic printing operation subject to Rule 7162-296.515, 72F.A.C., and employing solvent containing ink shall cause, allow or permit the operation of the facility unless:

    891. The volatile fraction of ink as it is applied to the substrate, contains 25 percent by volume or less of organic solvent and 75 percent by volume or more of water; or,

    1222. The ink as it is applied to the substrate, less water, contains 60 percent by volume or more nonvolatile material; or,

    1443. An incineration system is employed which oxidizes at least 90 percent of the volatile organic compounds (VOC measured as total combustible carbon) to carbon dioxide and water.

    172(3) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.

    194(a) Low Solvent Technology. The test method for volatile organic compounds shall be EPA Method 24 or 24A, 212as described at 21540 C.F.R. Part 60, 219Appendix A-7, adopted and incorporated by reference at Rule 22862-204.800, 229F.A.C., 230or EPA 450/ 3-84-019, 234Procedures for Certifying Quantity of Volatile Organic Compounds Emitted by Paint, Ink, and Other Coatings (250http://www.flrules.org/Gateway/reference.asp?No=Ref-04298252), hereby adopted and incorporated by reference259.

    260(b) Add-on Control Device.

    2641. Destructive. The test method for volatile organic compounds shall be EPA Method 25, 278as described at 28140 C.F.R. Part 60, 285Appendix A-7, adopted and incorporated by reference at Rule 29462-204.800, 295F.A.C., 296or Attachment 3 of EPA 450/2-78-041, 302Alternate Test Method for Direct Measurement of Total Gaseous Organic Compounds Using a Flame Ionization Analyzer, adopted 319with equipment specifications per Industrial Ventilation Manual, and incorporated by reference in Chapter 62-297, F.A.C.

    3342. Non-destructive. The test method for volatile organic compounds shall be VOC Capture Efficiency Test Procedures 350as described at Rule 35462-297.450, 355F.A.C. The sampling time for each capture efficiency test run shall be at least 8 hours, unless otherwise approved by the Department pursuant to Rule 38062-297.620, 381F.A.C.

    382(c) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
