62-296.702. Fossil Fuel Steam Generators

  • 1(1) Applicability. The emission limitations set forth in Rule 1062-296.702, 11F.A.C., shall apply to fossil fuel steam generating facilities including one or more boilers which individually or in combination have a heat input greater than or equal to 30 million British thermal units per hour.

    46(2) Emission Limitations.

    49(a) Particulate Matter. No owner or operator of a fossil fuel steam generator shall cause, permit, or allow the emission of particulate matter in excess of 0.10 pounds per million BTU except as provided for in Rule 8662-296.405 87or 8862-296.406 89and Rule 9162-210.700, 92F.A.C.

    93(b) Visible Emissions. No owner or operator of a fossil fuel fired steam generator shall allow visible emissions the density of which is greater than 20 percent opacity except as provided for in Rule 12762-210.700, 128F.A.C., Excess Emissions, and in Rule 13462-296.405, 135F.A.C., for fossil-fuel steam generators with a heat input of greater than 250 million BTU per hour.

    152(3) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.

    174(a) The test method for visible emissions shall be EPA Method 9, 186as described at 18940 C.F.R. Part 60, 193Appendix A-4, adopted and 197incorporated by reference 200at Rule 20262-204.800, 203F.A.C. A transmissometer may be used and calibrated in accordance with 21440 C.F.R. Part 60, 218Appendix B220.

    221(b) The test method for particulate matter emissions shall be EPA Method 17, 234as described at 23740 C.F.R. Part 60, 241Appendix A-6, 243EPA Method 5B 246as described at 24940 C.F.R. Part 60, 253Appendix A-3; 255or EPA Method 5F, 259as described at 26240 C.F.R. Part 60, 266Appendix A-3; adopted and 270incorporated by reference 273at Rule 27562-204.800, 276F.A.C. The minimum sample volume shall be 30 dry standard cubic feet. EPA Method 5, 291as described at 29440 C.F.R. Part 60, 298Appendix A-3, adopted and incorporated by reference at Rule 30762-204.800, 308F.A.C., 309may be used with the filter temperature at no more than 320 degrees Fahrenheit. For EPA Method 17, stack temperature shall be less than 375 degrees Fahrenheit. EPA Method 3 or 3A with Orsat analysis, 344as described at 34740 C.F.R. Part 60, 351Appendix A-2, adopted and incorporated by reference at Rule 36062-204.800, 361F.A.C., 362shall be used when oxygen based F factor computed according to EPA Method 19, 376as described at 37940 C.F.R. Part 60, 383Appendix A-7, adopted and incorporated by reference at Rule 39262-204.800, 393F.A.C., 394is used in lieu of heat input. Use Acetone wash with Method 5 or 17.

    409(c) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
