65C-14. Child-Caring Agency Licensing |
1(1) 2The child-caring agency providing services for youth who are at risk of sex trafficking must meet the licensing requirements set forth in 24Rules 2565C-14.001 26through 65C-14.116, F.A.C., 29in addition to the program standards outlined in this rule.
39(2) The c42hild-caring agency may utilize a shift or house parent staffing model.
53(3) The child-caring agency shall develop policies and procedures for all services provided, and home or facility security plans. 72(4)Training.
73(a) The child-caring agency shall ensure all direct care staff complete pre-service training requirements in paragraph 8965C-14.023(9)(c), 90F.A.C., and receive an additional 24 hours of Department-approved, specialized training on human trafficking prior to working with youth. 109The 24-hour Department approved training on human trafficking shall be instruction lead and delivered by a trainer certified by the Department. 130See Rule 13265C-43.004, 133F.A.C., for information on this required specialized training.
141(b) The child-caring agency shall ensure there are available staff trained in a Department-approved human trafficking prevention education curriculum to facilitate to youth residing in the home.
168(c) Of the 40 hours of annual in-service training required in paragraph 18065C-14.023(9)(d), 181F.A.C., eight (8) hours shall be focused on human trafficking.
191(5) Admission. Prior to admission, the child-caring agency shall ensure the following:
203(a) The child or youth meets criteria for “at-risk of sex trafficking,” as defined in Rule 22065C-14.001, 221F.A.C., and
223(b) If a dependency youth, is at least 12 years of age at time of admission.
239(6) Client Services. The child-caring agency must provide high-quality, supportive services for youth to include, but are not limited to:
259(a) Family/group/individual counseling;
262(b) Treatment and intervention for sexual assault, if applicable;
271(c) Substance abuse and mental health screening;
278(d) Life skills;
281(e) Vocational or educational supports;
286(f) Discharge planning;
289(g) Behavioral health care, if applicable;
295(h) Mentoring; and
298(i) Programming related to the prevention of sex-trafficking including healthy relationships, interpersonal boundaries, community engagement, etc.
